01-20-1969 VCM The regular semi-monthl'y~ Jl!,eeting. of the Elk River Village CoUncil was called to order by Mayor Bartele~olf'&Jan. 20, 1969, all members present. Minutes of the Jan. 6, 1969 meeting were read. ' No additions or correctionlS. _.J Bill Junglen, from Mpls Bartenders Local No. 152 and representating the onsale liquor store employees was present to negotiate a new three year contract. New proprosal presented by the Union was Bartenders 20-15-15 and Waitressess 15-15-15. After considerable discussion the CoUncil presented a counter proposal of 15-15-15 for bartenders and 15-10-10 for waitresses. A motion was made by' Syring and seconded by Hudson, authorizing expenditures up to $100.00 for th'e purchase of a time clock for the liquor stor e, Motion Carried. Snow tire bids for the police car, presented by Doeblers Pure Oil, Hetricks StarJdard and Elk River Mileage, were renewed. A motion was made by Syring and seconded by Hudson, to accept the low bid of $61.04 for two snow' tires from Elk River Mileage. Motion Carried. Building permit application presented by Elk River Con'Crete Products walS approved. DiscuslSion on the dog building. Syring reported that 3 wire pens with gates would cost approx. $200.00 plUlS 50~ per square foot for the slab. Syring will do some further research. Bartelt reported that the Wright County Engineer will order lSome lSigns for the bridge and that Wright County will assume the" responsibility to clean the snow off the roadway. It will be the Village of Elk Rivers responsibiltJ[ to sand and keep --, . the sidewalk clean. A motion was made by McRae and seconded by Syring, to appoint Ray Sykes as a member~ of the Utilities Commission. MOtion carried. A'motion was made by Hudson and seconded by McRae, that the Clerk send a letter to Otis NiCkerson, commending him for his many years of faithful and valuable service as a member of the Utili ties Commission. Motion carried. Applications for street maintenance man were reviewed. A special meeting was called for 730pm Jan. 29, 1969 to hold interviews for this position. An ordinance governing No Truck Parking and Unattended Autos, was discussed. Syring will contact the League for sample ordinances. Agreeable to ask the Town Board to meetiwith the Council at our Feb. 17, 1969 meeting. No further business, the meeting adjourned.
