The regular semi-monthly meeting of the Elk River Village Coun~ ~s called to
order by Mayor Bartelt on Feb. 3, 1969, all members present.
The minutes of the Ja.n. 20 and Jan. 29, 1969 meetings were read. No additions
or corrections.
A motion was ma.de by M::Rae and seconded bjr Konop, to hire Kirby Hanson &9 street
maintenance man, at a wage of $2.50 per hour, benefits to be the same as the
present. tmployees. Mction carried.
Discussion on our sick leave policy. It was suggested that emplones can accumulate
up tQ 24 days sick leave that can be used in any current year. The Utilities
Commission will te contacted to learn their policy an sick leave.
William Mills l6S present and discussion followed regarding the letter frOIl the
State Health Board on the implementation and enforcement plan of prevention at
raw sewage in to storm sewers. Mills suggested that W!) check with Les Derr to
learn if any sewage is fi0wing in to the river and reply to the state Health Board
by letter. A letter was also discussed from the State Board regarding chorinating
at the sewer disposal plant.

A petition 'Was presented from the Builders Land Company, for watermain and sanitary
sewer extensions on School Street.
A motion was made by Syring and seconded by McRae, authorizing the Village Engineer
to prepare an preliminery report for sanitary sewer and watermain extensions on
School Street between Holt and Gates. Motion carried.
Discussion on conducting an assessment hearing on the 1968 sanitary sewer extension.
Mills will give an informal presentation on how to assess befo re scheduling a
formal hearing.
Discussion on 1969 street improvements. It was decided to hold off and decide
later what streets need resurfac~ng and to also set up a. b.1dget for seal coating.
Discussion on the erosion occuring on the north side of the Mississippi River on
both sides of the' bridge. Mills will call and write a letter to the US Corp of
Engineers to lea.rn what acti~n can be taken to correct this problem.
Discussion on whether their would be federal money available for sanitary sewer and
watermain extensions to the proposed industrial park. Hills will investigate further.
Mills will attend our Feb. 17, 1969 meeting to give his report.
A motion \tas made by Syring and seconded by Hudson, to purchase a Cincinnati Time
Clock, including rack and 1M Cards from Signal Systems for $18.3.75, for use at the
Municipal Liquor Store. lo(otion carried~
Syring reported that the League has been unalbe to locate any ordinances pertaining
to "No Truck Parking" and "Unattended Autos".
A letter was read from Minneapolis Bartenders Local lio. 152 reporting that the Elk
River onsale liquor store employees have accepted the Councils oounter proposal for
wage increases and fringe benefits as outlined in the minutes of our Jan. 6 and
Jan. 20, 1969 meetings.
A motion was made by Hudson and seconde? by Syring, granting wage increases and
fringe benefits for the onsale employees of the Elk River Municipal Liquor store
as follows:
A three-year contract for bartenders, providing across-the-board wage
increases of fifteen cents per hour for each of the next three years.
Three 'days paid leave for death in t.:'1e immediate family. .
Addition of a waitress classification to the contract, providing across-
the-board. wage increase of fifteen cents per hour for the first year and
ten cents per hour for each of the next two years.
In case of emergency, it will be the employers privilege to use female
help as bartender., to be paid at the bartenders wage scale.

Syring reported on the recommendations of the Elk River Chamber of Commerce
Parking Planning Committee.
The Chamber proposed to increase the capacity of the downtown parking lot by
removing the shrubbery and small trees, removal of the curb and sidewalk and
the closing of Jac~son Place. 'lb.e Council was receptive to some modification
of the parking lot, with the closing of Jackson Place, but to allow sufficient
.access to Hetricks Standard Service. The Council was against placing parking
meters in the b.1siness district and against ma.i.ntaining a Parking area behind
Walkers or leasing property for parking. In agreement that employee parking
is a business obligation.. Agreeable by the Council to investigate further the
devel,opment of the King Avenue Stub and that additional suggestions should be
presented directly to the Council.

A motion was made by Syring and seconded by Konop, to make a temporary transfer
of $2.510.06 from the ~raJ. Fund to the Sewer Improvinent Bond and .
Interest Fund. Motion carried.
Discussion on whether to purchase additional sand bags to supplement the approx.
1000 bags we now have onhand. It was decided to delay a decision until after
the Civil Defense Jreeting to learn ~at they will provide.
