02-17-1969 VCM - - tile regular semi-monthly meeting of the Elk River Village Council was called to order by Mayor Bartelt on Feb. 17, 1969, all member..s present. The minutes of the Feb. 3, 1969 meeting were. read. No add.itions or corrections. A joint meeting with the Elk River Town Board convened" present were Earl Schulke Everett Specht and Mel Peterson. Possible solutions to joint development and use of dumping grounds, parks and public library facilities were discussed. No conclusions were drawn but the Town Board will, report back to the Village Council with their recommendations. William Mills reported that James Gagnon, representing the Corp of &1gineM"s will be in Elk River at 1:00 pn Feb. 19, 1969 to .studythe erosion- problem on the Elk River side of the Mississippi River. Regarding the proposed Industrial Park. Mills reported that no federal money is available for a private profit making organization. Bartelt reported that the Village wants to be in a position to tun Sanitary Sewer and Watennain extensions to the Industrial Parks property line. Suggested that their planning consultant a.ttend one of our meetings when they decide just how much sewer and '\1B.termain they will need. Mills reported that. a watennain extension to the Sewer Disposal Plant would cost $4,000.00 plus. Suggested that we rebuild the present well with a booster pump for chlorinating and cleaning. Mills presented the,assessment roll for the 1968 Sanitary Sewer Extension, as follows: Ind. School District #728 $4,165.00, Larry, Morrell $3,200.00 and Houltons Investment. Co. $960.00. ~ A motion was made b~ McRae and seconded by Hudson, to approve the assessment rolls as submitted by the. Village Engineer for the 1968 Sanitary Sewer E.."lCtension and to authDoize the Vi11&ge; Clerk to advertise in the official village paper on Feb. 27 and. March 6, 1969 of an Assessment Hearing to be held at 8:00pm, Monday March 17, 1969, in the Council Room of the Municipal Building in the Village of Elk River and directing the Village Clerk to send notices to all those to be assessed at least 14 days prior. to the hearing. Motion carried. Mills presented his. preliminery report on sanitary sewer and watermain mensions an School Street from Holt Avenue to Gates Avenue. A motion ms made by Hudson and seconded by Syring, to. accept the engineers preliminery report. dated Feb. 17, 1969 for aanitary sewer and watermain extensions and to authorize the Village Engineer to prepare plans and specifications based on the sanitary sewer and watermain layout described in this re?ort. Motion carried. A motion was made by Hudson and seconded by Syring, authorizing the Village Clerk to advertise in the official villae;e paper on Feb. Zl and March 6, 1969 of a Public Hearing on the proposed sanitarJ. sewer and watermain extensions, to be held on Monday March 17, 1969 at 8:.3Opm in the Council Room of the Municipal Building in the Village of Elk River and directing the Village Clerk to notify each benef:rted property owner ot this hearing. Motion carried. - j Lynn Moore, representating the Jaycees, reported on a proposed 221 x 321 shelter to be placed at Orono Park, to be financed by the Jaycees with help from village organizations and that the project would not start until finances have been raised. A lOOtion was made by McRae and seconded by Syring, granting permission to the Jaycees to build this shelter at Orono Park. l-btion carried. It was reported that Ki:rby Hanson has declined the 'job offer as village street 'maintenance man. '!he clerk was instructed to readvertise 'in the local, paper. Reported that the village would have to"pay a engineer to receive an cost estt.ma.te for plumbing and heating and, specs for t he Proposed improvements of the area above the liquor .store. Syring will check further to learn if we can get a rough estimate. Reported that a used snow blower can' '09' purchased from the Village of Monbicello for $.300.00.
