The regular semi-monthly meeting of the Elk River Village Council was called
to order ~lrL........lt, by Mayor Ba.rt.elt, on March 3, 1969, all members present.
Minutes of the Feb. 17, 1969 meeting were read. No additions or corrections.

Syring I reported that a Mr. Whalen will be out sometime this month to look over
the area above the liquor store and give a plumbing and heating cost estimate.
Harry Dreissig reported that he has been' ,asked to attend a meeting with ,the
Molllticello and Aibertville Fire Department.s regarding increased rates for fire
runs in Otsego Township. Tentative figures were $250.00 yearly retainer, $150.00
for the first hour and $100.00 for each additional hour. It was the councils
opinion at this tiJile, not to raise our present-rates to conforJl! with the Monticello
Al~ertville proposed rates.

Hudson reported that 2 hi-gain attennas for the Utility Trucks were backorqered
otherwise the radi.o ,?onmunication system iscomp}.e!-e.
Discussion a'1 a audible horn alarm system for the remote at the PO\-ler Plant. Jean
Pool from General Communications will be contacted for his recommendations.
A motion was made by Hudson and segonded by Syring, to send a resolution in
support of the split liquor bill USe&roge Grant, Rep. Bob Dunn and the .League
of Minn. Municipalities. Motion carried. A copy of tM resolution is attached.
Discussion on the February meeting of the Sherliurne County Civil De1lense.
it was reported that Federal nDney is available for snow rem val, floods etc.,
if 11Dney has been budgeted and expenditures exceed b1Xlgeted money. Civil Defense
expenditures can be reimbursed if loss is over $1,000.00; best to combine it with
the county for reimbursement under $1,000.00.
A motion vas made by McRae and seconded by Hudson, to purchase 1000 sandbags to
augment the aproximately 1000 bags new onhand. Motion carried.

RESOLUTlDN REGARDING PERlWSIVi:!: LEGISLATION ENABLING COMMUNITIES
OPERATING MUNICIPAL OFF-SALE LIQUOR S'IDBES 'ID ISSUE PRIVATE
ON-SALE LIQUOR LICENSES.
WHEREAS, State law does not allow a municipality operating an
off-sale liquor store to issue private on-sale liquor
licenses, and
WHEREAS, the ability to issue private on-sale liquor licenses
enables a municipality to actively compete for hotel,
'motel, and eating drinking establishments, and
WHEREAS, communities with attractive eating and drinking estab-'
lisbments are able to entice visitors and tourists, and
WHEREAS, municipal off-sale liquor stores offer much needed
revenues ,to municipalities of all sizes, and

THEREFORE, be it resolved that the Village Council of the
Village of Elk River does go on record as favoring a SPLIT-
LIQUOR bill which would enable communities "r.i.th municipal
operations, to decide for themselves whether or not they wish
to issue private on-sale liquor licenses to qualified eating
establishments. 'Ihe Village Council further urges all area
legislators to endorse and actively support this type of legis-
lation in the halls anei on the floor of our state legislature.
