The regular semi-mnthly meeting of the Elk River Village Council was called
'to order by Mayor Bartelt on March 17, 1969, all members present.

. Syring reported that Mr.. Whalep will present a plumbing and heating proposal
next week for the area above t~ ,liquor store.
~s Derr r~pm-ted on the recent civil defense meeting. There is no federal
mney a.vailable until tls President declares a emerg~ncy. He reported that the
PL99 Program offers assistance to qualified communities who desire protection
against the 1969 spring flood threat.
A motion was made by' Hudson and seconded by McRae, to anchor poles along the
north bank of the river from the bric;ige do'tolll river to protect the sewer manhole
and prevent further eroision. Motion carried.
At 8:00 pm; the assessment hearing on the 1968 Sanitary Sewer project convened"
presided over by William Mills, with Larry Morrell and. Kemall Houlton present.
No objections were voiced by those in attendance.
, A motion 'Was made gy McRae and secalded by Hudson" to accept the 1968 sanitary
sewer assessment roll as ca1cula1;.ed by the Village Engineer; and to certify
them to the County Auditor for collection through the annual taxes over a 10
.year term, the interest on th~ unpaid balance to be 6% to start acrl1ing March
17, 1969 ~ Motion carrieq. ,unaminously.
Assessment Hearing adjourned.
At 8:30 ~, the meeting was called open to Public Hearing on the proposed
sanitary 'sewer'and watermain extensions on School Street from Holt Avenue to
Gates Avenue, with Stan Guth of Builders Land Co., present. Guth voiced no
objections to the improvements, and reported that he wants the watermain and
sanitary sewer extended on Gates Avenue from School Street to 8th Street. He
would waive Public Hearing notifica.tion if the Village wants to incorporate
this project with the proposed project under Public Hearing. The Village
Attorney will be contacted to write up a. legal document for Builders Land Co.
to sign waiving the tight of a Public Hearing.
A motion was made by' Hudson and seconded by Syring" to proceed with the 1969
sanitary sewer and watermain extensions on School Street from Holt Avenue to
Gates Avenue and en Gates Avenue from School Street to BthStreetj this to be
conditioned on the rec~pt of a waiver of f)ublic Hearing signed b7 Mr. Guth,
President" Builders Land Co., on the Gates Avenue Construction" and authorizing
William Mills to prepare plans and specifications. !-1otion carried unaminously.

Public Hearing adjourned.
Anthony Belanger was' present and made verbal application for a 3.2 beer license
for a beer tavern to'be located at 651 Main Street. <He was advised to complete
the necessary application form and that the councU:","ill consider at a special
meeting.
Mills recommended tha.t the Village take no action on the LP99 l?rogram as their
is too much preliminery 'Work and the time is too short.
Roz .Johnson presented a plat for residential development of an area North of Main
Str~et and East of U.S. Highway 169 and requested the Councils preliminery approval.
Ta.bled until Bartelt submits it to the Planning Commission to learn if they are
involved.
Mills reported. that he has taken phptographs of the critical erosion areas and will
be writing a letter to be sent to the Corp of Engineers and Congressmen in ~~ashington.
Hudson reported that the minimum cost for a radio for Derrs pickup would be $550.00
installed. A receiver would be considerbly less. Tabled until 'We talk with Les

Hudson reported that an audio horn at the power plant would cost $25.00 to $30.00
each from General Electric.
Reported that a triangle of land off Higl")olay 10 on the west end of the village
could possibly be given to the Village for a roadside park.
