The regular semi-monthly meeting of the Elk River Village Council was called to
order by Mayor Bartelt on May 5, <1969, all members present.
The minutes of -the April 21, 1969 eeting were read. No additions or corrections.
A petition was read from Builders Land Co., waiving the right of a preliminery
hearing for sani tar;y sewer and watermain extensions on Ga~e8 Avenue from School
Street to 8th Street. The petition is attached.
At 8:00 pm, a motion was made by McRae and seconded by Hudson, that the taking of
bids on the sanitary sewer and watermain extensions in North Terrace Addition and
Johnsons Addition be closed. Motion carried.

A motion was made by McRae am seconded by Hudson, to accept the- low bid of A. N.
Johnson Construction Co., for the construction of sanitary sewer and watermain
extensions in North Terrace Addition and Johnsons Addition, A. N. Johnson Construc-
tion Co., being judged competent by the Village Engineer and authorizing thee Mayor
and Village Clerk to sign a contract in the amount of $31,480.00. Motioncarried
unaminously. A copy of the resolution is attachedo
Discus-sion on our 1969 Street Program. k motion was made by Hudson and seconded
by Konop, authorizing William Mills to prepare a preliminery engineel"ing report
on resurfacing the following streets: Railroad Drive from Jackson to Lowell,
King Avenue from Railroad Drive to 4th Street, Baldwin Avenue and 3rd Street in
Johnsons Addition, Quinn Avenue from Main Street to Highway 10, Lowell Avenue
from Ma;in Street to Ang~l Street and School Street from Holt Avenue to Gates Avenue.
Motion carried unaminously. A copy of the resolution is attached.
Wilbur Daniels was pres~nt, on behalf of the Chamber of Commerce and requested
that a no burning ordinance in the downtown district for possibly the entire village
be enacted. He also proposed the washing down of streets in the downtown area, with
volunteer help from the- businessmen lDier the supervision of Les Derr. Daniels
also reported that the Jarmoluk property can be rented for downtown parking at the
cost of the annual taxes Ind that the Babcock Park restrooms are in bad sh'Pe.
He was advised that the restrooms are the States responsibility.
A motion was made by Syring and seconded by McRae, to allow the busaneesmen to
wash down the streets at their discretion under Les Derrs.supervision.. Motion
carried.
Les Derr reported that he has hired Charles Coult as street ~ntenance man on a
six months probationer,.. period.
Agreeable to have Les Derr purchase flowers, trees and grills for the. park from
monies donated. Also agreeable to purchase twenty 6' posts from the county at
$3.00 each, for placement along Railroad Drive by Georges Super Valu.-
A motion was made by Syring and seconded by McRae, authorizing-Les Derr to ppen
a exit from the downtown parking lot to Jackson Place. Motion carried.
A motion was made by McRae and seconded by Syring, authorizing eKpendi tures up to
$300.00 fowabls the purChase of six waste receptacles for placement in the do~
town business district. Motion carried.
A motion was made by Mc~ae and seconded by Syring, approving the final Plat, labeled
Johnsons Plat, dated April 21, 1969, prepared by Leroy Winner, Surveyor, Anoka,
}{inn., subject to approval by tpe Village Attomey. Motion carried.
Bob Reynolds reported that Leo Wet twtein .has been dis cha rged as bartender at the
liquor. store because of nis poor work re'coro.

Reynolds has revised the hours at the liquor store and will open the onsale store
at 9:30 am on Mondays, Tuesdays and Wednesdays, using part time help without having
to hire another full time bartender.
A motion was made by Syring and seconded by Hudson, to 'grant a on and off sale 3.2
beer license to Anthony Belanger at 619 Highway 10. Motion carried.
Syring reported a estimated mate.rial cost of $2.24.00 and labor cost of $150.00 for
,he proposed dog kennel.
A motion was made by McRae and s'econded by Hudson, authorizing the building of a
Municipal Dog Kennel., ~tion carried.
Bids for the logs on the dump property were received as follows: Gene Zappa $65.00,
Lepn )lassar $45000.
Reported that stat.e apd federal funds are available for the Tri County Library
System, in which there is one library-in each county wi. th bookmobiles opera.ting
from these libraryso . The Elk River Library Board will get more information and
meet with the county board.
Building pennits presented by Robert Bock, Ge.rald McChesney and Kendall Houlton
