05-19-1969 VCM g D The regular semi-monthly meeting of the Village Council of the VJ.llage O'[U.cl.I.A 0 River, Minnesota, was called to order by]iT..ayor Bartelt on May 19, 1969 in the Council Room of the Municipal Building at 7:30 pm, all members were present as follows: Mayor Bartelt, Councilmen Hudson, Syring ani McRae and Clerk-Trease Konop. . '!he minutes of the May 5, 1969 meeting were read. No additions or corrections. 6ounc:il.rn&"'l Syring reported that the dog kennel will be placed at the Municipal Power Plant. Clara Knies and Lavonne Schneider, representating the 9th Grade Art Class, re- quested use of the grass area at the downtown parking lot for an art exhibit on May 23rd and 24th. Discussed by the council and. found tlgreeable. Building permit applications presented by Robert Johnson (2) and Forrest Fountain were approved 0 A letter was read from Robins, Davis and Lyons, on behalf of the bartenders union protesting the dismissal of Leo Wettstein from employment at the MUnicipal Liquor Store. A meeting,with the union representative~, to resolve this grievance, was scheduled.for 7:00 pm, June 2nd 1969. . William Mills presented his preliminery engineering report dated May 19, 1969 for street paving and concrete curb and gutter construction. The report was reviewed. It was reported that the paving on Quinn Avenue is-to be done by Sherburne County 0 Agreeable that there should be a 2" bit. mat on Railroad Drive as heavy trucks are utilizing this street. v Moved by Councilman Syring, seconded by Councilman Hudson, authorizing William Mills to prepare a preliminery engineering report on surfacing Lowell Avenue and King Avenue between Highway 10 and Railroad Drive. Moved by Councilman Hudson, seconded by Councilman McRae, to acceptthe pre1imenery engineering report dated May 19, 1969 for street paving and curb and gutter construction and authorizing "bhe Village Clerk to advertize in the official village paper on June 5, 1969 ~~ June 12, 1969 of a Public Hearing on the proposed street paving and curb and gutter construction, to be held on Monday, June 16, 1969 at 7:30 pm in the Council Room of the Municipal Building in the Villa.ge of Elk River -and directing the Village Clerk to notify each benefitted property owner of this hearing. Mr. Grosslien reported that the Schumacher B1.li.lding is available for sale, price $20,000.00 and that Johnsons Real Estate 'WOuld handle at no charge. The Parking problem was the main topic for discussion. More pressure should be placed on cem.ployees that 'are utilizing downto'Wl'l parking. After discussion it was agreeable th~t it is the employers responsibility to tell his employees where to park. Discussion on parking meters. Reported that they have been profitable at Anoka and that the merchants are in favor. General opinion from those in attendance were that the pollce are not doing &good job downtoltA'l. PolicesurveylfPlce on Friday night in . the downtown area and on Saturday when the downtown a.rea is busy and there are free shO\.ts for the childI"en, would help to relieve the parking congestion and control the traffic. A complant was offered that the police spend too much time outside the village at the Skelly Truck Stop. ~ Ken Glover presented a sketch on the development of a public parking lot behind Barniers Conf., whereas by landfill and blacktopping, there 'WOuld be room for up tD 54 cars. Total cost approximately $6700.00 that the businessment would probably assume but some help and the maintenance from the Village was requestedo Mr. Glover asked for the councils recommendation so that it can be presented to the Chamber Parking Committee. Other suggestions and questions presented were: to black~op and stripe the parking lot along Railroad Drive and have the businessmen park their. Would the Village maintain the Jarmoluk property if the businessmen lease it for a parkin. lot. Utilize the entire downtown park and Jackson Place as a parking lot. Bob Syring will work with Dan Greene and Bob Barnier on the use of the . Jannoluk property as a parking area and report back at our June 2 meeting as to the rental cost. "- z Mayor Bartelt reported that there has been no definite decision on vacatiliG- Jackson Place, but a study'is being made. The open meeting with the businessmen was closed. Agreeable with the Council to allow the Chamber of Commerce to use Orono Park on the 4th of Julyo Moved by Councilman Hudson, seconded by Councilman McRae, to applJ" for a federal grant for watermain and sewer planning. ,Motion unaminously carried. A copy of the resolution is attached. c~) .---" ,Robert Reynolds reported that a union representative will be up to talk to him ,and Leo Wettstein when Mro Wettstein is released from the hospital. Reynolds requested additional funds for check cashing. It l.f8s decided not to increase this fund but to have the policemen:take the checks to the bank for cash when needed.. This ...ould. allow Reynolds to remain at the store to perform his normal duties. . , Re;ynolds reported that he will be taking one ,weeks vacation beginning June 2nd and that Al Balow will be in charge. Agreeable by the Council thf!t it is the businessmenS-o financial responsibility to develop a parking lot behindB~rniers Conf., but that the Village would maintain this lot. The Village would also improve the Parking area along El,ailroad Drive and alter the c!owntown parking lot. .' . DeRosier reported that ~ will be taking three weeks vacation beginning June 7th. t ..
