06-02-1969 VCM o :) ), The regular semi-monthl.y meeting of the Village Council of the Village of Elk River, Minnesota, was called to order by Mayor Bartelt on June 2, 1969 in the Council Room of the Municipal Building at 7:30 pm, all members were present as follo1lfs: ~fayor Barteli, Councilmen Hudson, S;'lring, McRae and Konop. . The rrinutes of the May,19, 1969 ~eeting were ,read and correction ~s made to the resolution about appl~ri.ng for a federal grant. It was corrected to read "to apply for a federal grant through Sherburne County for watermain and sewer planning". The minutes were then approved as read. Discussion on regulating burning in the downtown area. Syring will get some sample ordinances from the Le~ue. Harry Dreissig reported, that the State Fire Convention is to be held at Alexandria on June 8, 90 and 10. l-ioveci by Councilman Syring, seconded by Councilman McRae, to authorize expenditures of $60.00, per fireman for expenses to attend this convention. Motion unaminously carried. Bob Da.'1.ms reported that, registration for beginner swimming lessons will be heM at the beach on Monday, June 16, the beach to be open on June 17 and beginner lessons to begL'1. on June 2.3. He reported that Vdke Arnold ....ri11 assist him but that he will need one more instructor. Lesson fees to be $1.50 per pupil per session with a maximum of $6.00 per family and that the beach would be closed on Sunda)f$o Dahms will report back at our June 16th meeting. Syring reported that Jarmo1uk will give no answer on leasing his property as a parking lot. Ken Glover on behalf of the Chamber .~as present and requested permission to hire a kiddy circus for the 4th of July celebration at Orono Park to be spon- sered by the Chamber. Agreeable by the council. Moved by Councilman Syr~ng, seconded by Councilman Kono~1r'th~t the area on Jackson Place from the parking lot exit to Main street Be a,:one way street from tJorth to South .'lith diagional parking on 'the .,rest side of the street, with the appropriate signs to be placed. Motion unaminously carried. , John MacGibbon was present and reported that the present parking ordinanc e reads fines up to $5.00 but that the orcti~~~ce should be brought up to date by in- cluding all the streets 'and the parking lot that are presently posted as two hour parking and to change the hours on Friday to read from 800 am to 900 pm. Discussion on complaints received about horses in the village. l-~cGibbon recolIDl1ended that the council postpone any action until the zoning district is setup. Moved by Councilman Hudson, seconded by Councilman Syring, to amend Ordinance #.34 to read "except a private club with a bottle club liC'ense, to include a. $25.00 anrmal license fee".
