follows: Mayor Bartelt, Councilmen Hudson, Syring, McRae
and Konop.
The minutes of the June 2, 19" and June " 1'" meetings
vlere read. Ne additi onsor corrections.
The meeting was' called open to Public Hearing on the pro-
posed street resurfacing and curb and gutter construction
with representatives from the NP and GN Rys in attendance.
Mr. J. H . Evans, Tax Agent, GN Ry-. ,made verbal objecti0n5
to paving the two railroad crossings, there already being
one protected crossing ani to upgrade Lowell ancl King
.",-venue cf-ossings, would add to the haz~.rdous conditions by
inviting additionil traffic. Mr. Richard Heselton, repre-
senting the NPRy, added that the Railroad Drive improve-
ment would be of no' benefit to the railroad. Mr. Heselton
filed a written protest with the Council in which the Nfl
Ry., is opposed to the project and the special assessment
contemplated against" its property, and that, the two rail-
roads have unde~ consideration the filing'of a petition with
, the Mllln. Public Service Commission to close and vacate
either or both of the Lo~ll Avenue and King Avenue crossings
in Elk River. There were no other objections to the pro-
the Public Hea~ing adjourned.
William Mills presented a supplement to his preliminary engineering report dated
May 1', 1'" on street paving. A copy is attached.
Mills was instructed to prepare a l'Ili.intenanc e report on the alley behind Johnsons
Coast to Coast and Davis IGA.
Stuart Mapson presented proposed plans for a studio-apartment behind the ~1apson
Music Building. He was advised te present a building permit applic&i.tion to the
council for approval.
Jerry Wegonerrequested that'Ordinance #34 be changed t6 permit a set up license
at the Main Street Tap. He ~s advised thl1lt. the council will take under advisement.
Mr. Wegoner will be at our July 7, 1'" meeting.
A joint meeting with the Elk River Utilities Commission convened, Halter, Patenaude,
Banke and Sykes were present. Halter reported on their proposal to build a new
transmission line. This would be the same as adding another diesel engine. This
was recomm~nded to eliminate the voltage problem and as RCPA may not be in a position
in later years to sell power. The commission is to act at their next meeting.
Some discussion on raising rates; the Utilities profit is remainding censtant tho
in aninflationery period, although the volume is increasing. Discussion on the
delinquent accounts. Agreeable that a rigid collection policy should definitely
be set up after a two months delinquency.' Meeting with, the COlmnission adjourned.
Bob Dahms reported that Ann Nelson will assist in swimming lesson instruction at
$2.00 per hour, with salary for Dahms and Arnold for swimming lessons te be $75.00
and $50.00 per week respectively-. , -
Moved by Councilman Hudson, seconded by Councilman McRae, establishing the hourly
rate for lifeguards as follows: Dahms $2.75, Arnold $2.25 and extra help $2.00
per hour. !vlotion unaminously ~arried.
Moved by Councilman Syring, seconded by Councilman McRae, to renew the Eagles
bottle club license. Motion unaminously ca.rried.

Hudson presented a labor and material bid presented by DGn & Kirbs Painting & Decor.,
for painting ana minor repairs to the exteirior of the liquor store building.
l-foved by Councilman McRae, seconded by Councilman Syring, authorizing the liquor
committee to spend up to $275.00 for painting t repairs to the liquor store front.
Motion unawinously carried.
Moved by Councilman SYring, seconded by Councilman Hudson, to revoke and red~signate
County State Aid Highwa~}T No. I within the VilH.ge of Elk River. Motion una.minously
carried. A copy of the resolution is attached.
Building permit applications presented by Robert Belanger, Richard Genck, Marvin
Swanso~ and,the NF Ry were approved.
Mayor Bartelt presented a bid from Mr. Krause representating the Conso1. Paint and
_ Varnish Co., in the amount of $580.00, for repatring'the roof at the creamery building
and fire barn.
Moved by Councilman MeRae, seconded by Councilman Syring, to proceed ~dth the r00f
repair as per Mr. Krau$cs bid~ MotiGm unaminous1y carried.
