09-08-1969 VCM o ~ o ""'l The regular .semi-montlb.ly meeting of the Village Council of the Village' of Elk River, was ~alled to order by Mayor Bartelt at 7:30 pm Monday, Sept. 8, 1969, all members were present. ~.unutes of the Aug. 18, 1969 meeting were read. No additions or corrections. . Ernie Thiel~e, Liquor Store Manager, was present and discussion on salary and liquor stor~ policies followed. Salaz:y of ~700.00 per month was agreeable. John MacGib~on reported he has heard nothing from th.e railroad regarding closing a cz:ossing in exchange for a street lease. Regarding. the sewer exten- sion to the .Lakeside Apts., MacGibbon suggested that we attemDt to annex ~ the propert~ on the way out to the apartments or make settlement \'1ith Mr. Goodman and.charge the other property owners for this improvement when they are annexed and get sewer hookups. Moved by Co~cilman Syring and seconded by Councilman McRae, to adopt Ordinance #Sl, a copy .of which is attached, increasing the penalty for the violation of ordinances <:f the Villa.ge of Elk River. . Motion unaminously carried. Moved by Cotincilman Hudson and seconded by Councilman McRae, to adopt Ordinance #83, a copy.of which is attached, amending Ordinance #46 and restricting parking on certain s.treets in the Village of Elk River, . Motion unaminously carried. :Moved by Council Syring and seconded by Councilman Hudson, to adopt Ordinance #82, a copy of which is attached, restricting the burning of rubbish, garbage and refuse in the Village of Elk River. Motion unam:tnously carried. Ken Glover reprted that most of the businessment involved, are in favor of paving the area behind Coast to Coast & Davis, and that it should be done. A meeting with thenebusinessmen, vlas called for S:OOpm Sept. 22, 1969. c.. Earl Moos presented rough sketches for a heating system for the area above the liquor store. Moved by Councilman McRae and seconded by Councilman Syring, , authorizing Moos Plumbing & Heatir-g to install a HO 300 Hiboy Furnace in the garage area, cost not to exceed $l,~OO.OO. Mo~ionunamiIf.ously carried. '!he balance of the heating system was tabled until a remodeling layout for the Council Room is decided upon. . Moved by Councilman Konop and seconded by Councilman McRae, per recommendation from the Elk. River Planning Commission, to gr~~t a spec~al use permit to American Legion Post 11.2 fpr the construction of a 30' x 36' addition to the east end of the American Legion Building. Motion unaminously carried. Tentative specs for a new dump truck were presented apd reviewed. Moved by Councilman Syring and seconded by Councilman Hudson, to accept the specs and advertise for bids .on Sept. 18 and 25, 1969, in the official village paper, with bids to be opened at 8:00 pm, Monday Oct~ 6, 1969. Motion unaminously carried. Moved by Councilman McRae and seconded by Councilman Hudson, to sell bonds for $00,000 for financing various 1968 and 1969 village improvements, to be paid over a period of ten years and to enter in to a contract with Robert D. Milne and Associates to serve as our financial advisor. Motion unaminously carried. Agreeable to place school signs on 5th Street, the same as Sherburne County is placing on Main Street.
