09-08-1969 VCM Special A special meeting of the Village Council of the Village of Elk River, Minn., was called to order by Mayor Bartelt, at the Kemethese Motel at 12:30 pm, lo1onday Sept. 8, 196$" Hudson absent. ~ Robert Milne presented his preliminery recommendations for issuance of 1969 improvement bonds. "- Cost for V..ilnes' services would he l~% of the first $100,000 of principal and for the ~ond attorney, approximately $200.00. Tentatively agreed to pay over a 10 year period and to defer the principal payment. until 1972. No further business, the meeting adjourned. / ORDINANCE NO. 81 AN ORDINANCE INCREASING THE PENALlY FOR THE VIOLATION OF ORDIANCES OF THE VILLAGE OF ELK RIVER. The Council of the Village of Elk River. Minnesota. do ordain as follows: Section One (1): In all ordinances of this Village where the penalty for the violation thereof has heretofor been defined of not to exceed $100.00 or imprisonment in a Village or County jail for a period of not to exceed 90 days such penalties shall hereafter be 8S follows: Punishment of a fine not to exceed $300.00 or imprisonment in a Village or County jail for a period of not to exceed 90 days. or both. Tne Council of the Village of Elk River, Minnesota, do ordain as follows: Section One (1): Commercial and Industrial Areas. No burning of garbage, rubbish or r.efuse of any kind shall be permitted in commercial or industrial areas or zoning of the Village of Elk River as more particularly defined by Ord1aanee No. 61 as amended shall be permitted except in a commercially constructed incinerator, which incinerator must be approved by the Village CoUncilor its authorized representatives. Section Two (2): No burning of garbage, rubbish or refuse of any kind shall be permitted 1n the residential areas of the Village of Elk River as defined by Ordinance No. 61 as,'amended between the hours of 6:00 o'clock A. ORDINANCE NO. 83 AN ORDINANCE AMENDING ORDINANCE NO. 46 AND RESTRICTING PARKING ON CERTAIN STREETS IN THE VILLAGE OF ELK RIVER. The Council of the 'Tillage of Elk River, Minnesota, do ordain as follows: Section One (1): Parking Regulations on Main Street. No person in charge of any vehicle shall park or permit such vehicle to stand upon Main Street, so-called, between the intersection thereof with United States Highway No. 10 and the intersection thereof with Lowell Street for more than two (2) consecutive hours between the hours of 8:00 o'clock A. M. and 6:00 o'clock P. M. excepting Sundays and holidays. Section TWo (2): Parking Regulations on King Street. No person in charge of any vehicle shall park or permit such vehicle to stand upon that part of King Street lying South of the inter- section of Main Street for more than two (2) consecutive hours between the hours of 8:00 o'clock A. M. and 6:00 o'clock P. M. excepting Sundays and holidays. : Section Three (3)~ Truck parking~l1)No person in charge of a truck having a gross weight of '000 ~, or more, shall park or permit such vehicle to stand upou the foll~ling described street or avenue within the Village of ElkRiver: a. Upon Main Street between the intersection thereof with King Street and the intersection of U. S. Highway No. 10. b. The Wst side of Jackson Street between U. S. Highway No. 10 and Main Street. c. South side of Main Street between the .. intersection thereof with Lowell Street and the intersection thereof with King Street.
