Approve,by motion, an outdoor high school regulation ice rink at Spectrum High School.
Background/Discussion
Staff has worked with Spectrum High School staff since the idea of an outdoor rink was first discussed
with the Commission last March. Spectrum proposes major investments for a rink site,including lighting
and a new parking lot-if the city provides outdoor high school regulation dasher boards.
Spectrum's offer includes use of the warming house with heated restrooms - and parking lot ice/snow
removal. In turn,the city would flood the rink and provide warming house attendants. This could be
possible with little or no additional costs to the city if the city no longer maintains the ice rinks at Lion
John Weicht Park and Kliever Lake Fields Park.
Currently, three skating rinks are located within neighborhood parks: Kliever Lake Fields,West Oaks
Park and Riverplace Park. These rinks are smaller in size and do not contain boards for boot or stick
hockey or warming house facilities. The city is no longer maintaining a warming house at Lion John
Weicht Park.The costs to maintain the rinks this past season, except for the warming house rental,were
about$8,000 per rink.
If the Parks and Recreation Commission recommends approval of a rink at Spectrum, staff would need
to further define capital costs and a draft agreement, outlining partner responsibilities,before presenting
this to City Council.
Financial Impact
The costs for an outdoor regular high school rink boards is in the range of$12,000 to $21,000 depending
on materials. Staff would need to explore funding options to purchase the boards.

Background/Discussion
A representative from Spectrum High School will attend to discuss interest for an outdoor ice rink at the
Spectrum Athletic Complex. The site includes a locker room building with utilities for a warming house
and paved parking with perimeter lighting.
Spectrum has offered the location and the warming house with heated restrooms,lighting the rink and
maintaining the parking lot ice/snow removal. The city would flood the rink and provide warming house
attendants. This could be possible with little or no additional costs to the city if the city no longer
maintains the ice rinks at lion John Weicht Park and Kliever Lake Fields Park.

provide a partial backstop. The cost to maintain the three neighborhood rinks this past season is $8,000

Hockey boards for the Spectrum location still needs to be worked out. If staff receives a consensus from
the Commission to move ahead,we will continue to work on partner responsibilities.
Financial Impact
Operational costs of operating a new rink at Spectrum and no longer operating rinks at Kliever Lake
Fields Park and Lion John Weicht Park.
