MUMC:Eu RE: MAIN STREET/TIPTON AVENUE INTERSECTION
°'G' .W!G Dear Mr. Klaers:
SrRucraeAt About a week ago, Councilmember Dietz asked me to review the intersection of Main Street
and Tipton Avenue relative to the stop sign control. As you are aware, currently that is a
SUR✓Et NG T -intersection with Main Street being the east and south legs, and Tipton Avenue being the
west leg. Main Street has a substantially higher traffic count that Tipton Avenue. At this
!WF,c point in time, the intersection is set up with an all -way stop sign situation. Therefore, all
vehicles must stop except for vehicles heading eastbound on Main Street coming across the
TPANSFORTAHON bridge. These vehicles have a free right -turn with a yield condition.
There are two alternatives the City could consider in changing the traffic control pattern at
this intersection. The first and less desirable of the two would be to remove the stop signs
for westbound Main Street and Tipton Avenue. This would provide for free movement
from Main Street hitbound to the left turn movement needed to cross the Elk River Bridge.
This would also provide for a free movement through the intersection for those few vehicles
each day that access it from Tipton Avenue.
The second alternative, which we would recommend if there is to be a change, would be
1326 Energy Pork Drive to remove the stop sign for westbound Main Street. This would provide for free left turning
movements for those westbound vehicles on Main Street. This would still require the few
St. Paul, MN 55108 vehicles a day on Tipton Avenue to stop prior to entering the intersection. In this scenario,
612-6444389 perhaps a supplementary sign could be added to the Tipton Avenue stop sign which would
Fox: 612-644-9446 indicate oncoming traffic does not stop.

If the City Council so desires such a change to this intersection, we would be happy to work
with Phil Hals to accomplish the change. Please let us know how you would like us to
proceed with this issue.
Sincerely,
MSA, CONSULTING ENGINEERS
