SUBJECT: Planning Fees
Consider adjusting planning application fees.
Overview
On an annual basis, staff conducts a survey of surrounding and other similar
developing communities to assess their fee structure as compared to Elk
River's. When considering an increase in application fees, staff reviews the
following:
How does Elk River's fees compare to the surrounding and similar
communities?
Which applications generally demand the greatest amount of staff time to
review, prepare reports and administer?
The last time planning application fees were adjusted was January of 1994.
Since that time, it has become clear the applications which generally demand
the greatest amount of staff time are:
Subdivisions (preliminary and final)
Conditional use permits
Site plan review
Therefore, the fees for these applications are proposed to be increased as
follows:

A special note should be made regarding the increase in preliminary plat
fees. This fee is being adjusted to maintain a base fee; however, include a
per lot fee. This is an attempt to try and make application fees for
preliminary plats proportional to the size of the actual development.
Recommendation
It is recommended the City Council approve amending the planning
application fees by adjusting the following applications:
