The regular semi-monthly meeting of t.he Elk River Village Council of the Village

the Council Hoam of the Mujicipal Building, at 7:30 pm, members were present

The minutes of the Jan. 17,1'70 maeting were reid. No additions or corrections.

could be possible by the Village participation in the Federal Rent Supplement
Program. . .
Moved by Goun:cilman SJ'ringand seconded by. Councilman Hudson" granting approval
for participa~ion in the Federal Rel'1tSupplemant Progr~m by qualified housing
owners of property located in Elk River, subject to the Village At torneys
approval. Mo~ion unaminously carried. A copy of the F~sol~tion is att&chedo
Murry McNair made a complaint that the pedestrian walkway across the railroad
tracks on J~ckson Avenue is difficult to negotiate because of the ice and snow
and that the walk buttons are situated in snow banks. Although not much can
be done now, it was agreeable that in the future the walkway and the area
around the walk buttons will be kept clear of ice and snow.
Dan Bailey presented a petition from Earl Hohlen requesting annexation by the
Village of 4'.7g acres of land situated just ~E~"~h of his Mobile Horr~
Park. The petition was referred to John 1~cGibbon for further processingo

Moved by Councilman S;yring and seconded by Councilman Hudson to allot $350.00 to
the Elk River Band for 1,6, summer band renumer~tion. MotioD unaminously carried.
Moved by Counci1ma.~ Konop and seconded by COUl(lci.l.man Hudson to make a temporary
transfer of $1,225.60 from the General Fund to the Sewer Bond and IRterest Fund C~)
to pay-,of! the sewer bonds.now due. Motion unaminously carried.
Agreeable.:to transfer in to C.D.fS, $2,000.00 from the I4brary'Fund and $1,500
from'the Music Fund. ~ ~

RESOLUTION APPROVING PARTICIPATION BY LOCAL HOUSING
OWNERS IN THE FEDERAL RENT SUPPLEMENT PROGRAM
WHEREAS, under the provisions of Section 101 of the Housing
and Urban De~e10pment Act of 1965, the Secretary of Housing and Urban
Development is authorized to enter into contracts to make rent
supplement payments to certain qualified housing owners on behalf
of qualified low-income families who are elderly, handicapped,
displaced, victims of natural disaster, or occupants of substandard
housing; and
WHEREAS, the provisions of said Section 101 cannot be made
available to housing owners in certain localities unless the governing
body of the locality has by resolution given approval for such
participation in the Federal Rent Supplement Program.
NOW. THEREFORE, be it resolved by the City Council of the Village
of Elk River as follows:
Approval is hereby granted for participation in the Federal Rent
Supplement Program by qualified housing owners of property located in
Elk River, Minnesota.
