'!he regular semi;"monthly lreeting of the Elk Ri,.ver Village Council of bhe Village
of Elk River, Minn., was called to order by Mayor Bartelt on March 16, 1970,

at 7:30 pm, members were present as follows: Mayor Bartelt, Councilmen Hudeonl
Syring and Konop.
The minutes of the March 2, 1970 meeting were read. No additions or corrections.
Moved by Councilman Hudson and seconded by CoUncilman Konop, authorizing the
Liquor Store Manager to purchase a Wet-Dry Vacuum Cleaner, cost $200.00. Motion
unaminously carried.
Moved by Counclhlman Hudson and seconded by Councilmml Syring, authorizing pay-
ment of back taxes ~ payable for the" years 1967, 1968 and 1969
and the current tax p~able in 1970, total amount $1,186.52, due on the Mattie
Millhouse property on Jackson Avenue pending final sale of the property to the
village. Motion unUlinously carried.
Agreeable to charge off the following sanitary sewer bills: Cliff Bergstrom
$7.50, Jim Gallati $15.75, Norman Larson $18.75 and GTe Auto Parts $2.00.
Discussion on the problem of truck parking in the MUnicipal Parking lot across
from Adams Furniture. Suggested that we us e our proprietory rights as a owner
ani limit parlcing to vehicles up to and incluciing a 3/4 ton pickup. Atter
discussion, moved by Councilman Syringmd secOnded by Councilmml Hudson ito
prohibit overnight parking in the Municipal Parking Lot across from Adams
Furniture for commercial vehicles. Motion unarninously carried.
Agreeable to have the Village Attorney draw upa ordinance to control abandoned
vehciles.

John MacGibbon reported that he is in the p'rocess of reorganizing th~ villages
. ,
86 ordinances in to about 20 different categories so that they can be indexed
and wheI1 information is needed, it can be more easily found. Agreeable with
the Council. MacGibbon will bring a chapter or. two to each future meeting and
the ordinances will be reviewed for consolidation, deletion. or additions. -
Moved .by Councilman Syring ~d seconded by Councilman Hudson, to adopt Ordinance
No. 86, an ordinance amerding Ordinance #78 regarding regulation of sn owmobiles.
Motion un;minously carried.
Discussion on the brush at the new school 'site. Agreeable,
to allow the contractor to haul to the dump based on a
$3.00 charge per re~~ar dump truck load. Lester Derr
will estimate the number of loads.
