Mayor Dietz to open and close the public hearing. 2. Adopt,by motion, the 2019 Master Fee Schedule Ordinance 3. Adopt,by motion,resolution allowing for summary publication of the ordinance (4/5 vote is required.) Background/Discussion Fees are collected to offset the cost of providing certain city services. The city provides a variety of services to its citizens and annually the fees are reviewed for fairness, consistency, and proportioned to the actual cost of the service for which the fee is imposed. Labor Rates There are various general labor fees being adjusted to more accurately reflect current labor costs within the respective departments. These fees are the Assessment Search,Labor Rate,Engineering Services, Staff Services, Police Reserve, and Off Duty Officer Services. Garbage The rates in the 2018 schedule were listed incorrectly so it looks like there is a decrease but there is a proposed increase of 5% as was reviewed with Council during budget discussions. Garbage Hauler Licenses Elk River hauler rates have remained constant for a number of years. State law does not address the amount that cities can charge for licenses but they must be reasonable. Raising the license fee to $80/year for the first truck and staying at$15 for any additional trucks would help us get closer to meeting program costs, although we remain at a conservative level compared to other cities. Stormwater Utility The city maintains 315 stormwater basins and this fee is to cover operation and maintenance costs for the stormwater drainage system. Wetland Conservation Act Application The city has not charged for wetland reviews and/or permits in the past,however,numerous cities do charge fees to cover staff time. Based on this, staff proposes a fee of$200 to cover staff time. This includes processing the application,reviewing plans, conducting site inspections, and meeting with the TEP (Technical Evaluation Panel),prior to the issuance of WCA permits. Bee Keeping The fee was set with the adoption of the bee keeping ordinance. The fee accounts for staff inspection and processing time. This is a one-time registration fee. Sanitary Sewer User and Sewer Availability Charge (SAC) Council reviewed these fees during budget discussions. Surface Water Management At the last meeting Council directed staff to review these fees and they will come back for further discussion. Animals Staff proposes to eliminate pet licensing. The original intent of licensing pets was to ensure they were vaccinated for rabies and to reunite missing pets with owners. There was a rabies scare in the 70's but it is not of epidemic proportions in the U.S. today. Many pet owners license their pets and enforcement is challenging. There are 8,548 households in the city and we licensed about 400 animals this year. Microchip technology is available for pet I.D. The animal ordinance is in need of an update and if approved, an ordinance amendment would come forward in 2019. Parking Fines Council approved these fees in August to streamline processes and save on staff costs by transitioning from city ordinance to state statute. Elk River Municipal Utilities ERMU Commission adopted their fees in November. The city attorney recommended the fees be listed as part of the city's master fee schedule. Financial Impact Adoption of the resolution for summary publication of the fee schedule ordinance will save on publication costs.
