RES 18-71City of Elk River City Council Resolution 18- 71 A Resolution of the City Council of the City of Elk River Authorizing the Central Minnesota Area Transportation Partnership (ATR) Federal Funding Grant Application Submittal for the Twin Lakes Road Extension Project WHEREAS, the Central Minnesota Area Transportation Partnership (ATP) is soliciting submittals for transportation projects under the federal Local Surface Transportation Block Grant Program (STBGP); and WHEREAS, approximately $3 Million in federal funding is available for eligible transportation projects through this competitive grant program; and WHEREAS, funding is being solicited for the federal fiscal year 2023; and WHEREAS, federal funding for projects reduces the burden to local taxpayers for regional improvements; and WHEREAS, the lack of continuous supporting roadways along Trunk Highway (TH) 10/TH 169 contributes to congestion and poor connectivity within the area; and WHEREAS, an extension of Twin Lakes Road to TH 10/TH 169 along with the frontage road extension of Yale Street has been identified in the City's comprehensive plan, capital improvement program, and the 171 st Avenue FAST Study; and WHEREAS, the planned roadway extensions of Twin Lakes Road and Yale Street frontage road will improve mobility, accessibility, and road safety for all individuals. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota, as follows: Staff is authorized to submit the Twin Lakes Road Extension Project federal funding grant application to the Central Minnesota Area Transportation Partnership (ATP).
