The regular semi-monthly meetiPg of the Elk River Village Council of the Vill~ge
of Elk River, Minn., was called. to order by Mayor Bartelt on May 18, 1'170, in
the Council Room of the Village Office Buill.ing at 7:30 pm, members were present
