06-01-1970 VCM The regular semi-monthly meeting of the Elk River Village Council of the Village of Elk River, Minn., was called to order by Mayor Bartelt on June 1, 197', in the Council Room of the Village Office Building at 7 :.30 pm, members were present as follows: Mayor Bartelt, Councilmen Hudson, Syring, Micheau and Konop. The minutes of the May 18, 1970 meetiM were read. No additions or corrections. <~ . ) Ernie Thielke, Liquor Store Manager was present and asked for a ,salary increase to $9M.eOper month. Discussion followed on Leo Wettstein missing too much work at the liquor store becauSe of illness. Suggested that he should have ,a return to work sJJ.p from ,the doctor. Thielke to contact tn.e Union Representative about this problem. Also discussed was the problem that the employees are evidently tiaking advantage of the sick leave agreement. Harry Dreissig and the Anoka Fire Chief were Present and they reported that the 2% Firemens Aid is based on population and assessed valuation and to increase this aid to our rightful share we must establish fire boundaries. Dreissig will work . on., establishing our fire boundaries. Moved. by Councilman Hudson and seconded by Councilman Micheau, authorizing expend- itures up to $.3IO.J0 towards purchase of firemens boots and coats. Motion unaminii iously carried. A letter was presented from the SUrf Aces Water Ski Club asking for permission to use the facilities at Llj,ke Orono for the annual Minnesota State Water Ski Tournam€!lt on August 14, 15, and 10, 1970. Moved by Councilman Syring and seconded by Council- man Hudson, granting permission to the Surf Aces water Ski Club to use the facilities at Orono Park for their tournament. as outlined in their letter.. Telephone Co, to place buried conduit on 4th Street between Jackson Avenue and Gates Avenue and on Gates Avenue between 4th Street and County Road #12. Mot-ion unaminously carried. c=> . A notice of hearing from the Public Service Commission was presented regarding a petition of the Sherburne County Board of Commissiibners requesti.ng the Public Service Commission to investigate into conditions 8urronding the Highway Gqade Gras sing and the Burlington Northern railroad tracks at CSAH #12 in Elk River in regards to the placement of automatic Crossing Signals. Agreeable that a member or members of the council should attend this hearing. Moved by Councilman Hudson and seconded by Councilman Micheau, authorizing Council- man Syring to set upa program of purchasing a sign, fee box and boat trailer stickers for the launching facility at the foot of York Avenue. Fees established to be $.3." per year for residential stickers and il.e@ per launching for non-residents. Motion unaminously carr.ied..r Public Assistance Applications were reviewed from applicants Mrs. Jean Balfanz and John Lewandowski. Moved by Councilman Syring and seconded by Councilman Konop, authorizing the Welfare Committee to honor the two claims for immediate needs and seek reimbursement from the responsi ble units. Motion unaminously carried. A letter from North Central Gas Co., was presented with a copy of a new rate schedule for the village and a request that the village act upon the rate adjustment by ) ordinance. Referred to the Village Attorney for a ruling. Jack Hetrick voiced a complaint on Jackson Place being dmsignated a one way street from North to South, as it would be a disadvantage for his business even though he would retain a two way access to and from Hi.ghway 10 on Jackson Place. Mr. Hetrick suggested that Jackson Place continue to be served with 2 way traffic with angle parking as there is very 11 t tle traffic from South to North. Agreeable by- the Council to try 2 way traffic on Jackson Place for the present time. '. i -.-/ Lynn Moore representating the Elk River Jaycees requested pennission to operate a popcorn stand in front of First National Bank on Friday evenings, to be lo- cated on the sidewalk at the curve. He also voiced the interest of the Jaycees to have a monthly street dance for teenagera at the downto\~ parking lot. At 8:00 pm, Mayor Bartelt declared that the .taking of bids for the 1970 bituminous seal coat for the Village be closed. Y~lls, Alama Blacktopping's bid was reduced to $ 4,590.00. Jerry Wegoner made application for renewal of his setup license at }~n Street Tap. Earl Hohlcn reported that minors have been frequenting the establishment and that Wegoner has not personally been running the tavern, being absent most of the time, and therefore the tavern has not been properly supervised. Upon refusal of Earl Hohlen to sign the license application, the license was denied. Gordon Fredrickson, President of the Sherburne County Fair Board reported the need for permanent flood lights at the fair grounds. ~fac Gibbon advised that it is questiona~lewhether the Council can legally allegate funds. Ken Glover, representing the Elk River Chamber of Commerce, requested use of Orono Park for the 4th of July celebration, with the Elk River Jaycees to run the concessions. Elmer Mord made application for renewal of the set up license at the Eagles Club. Moved by Councilman Hudson and seconded by. Councilman Konop, to grant the renewal of the setup license at the Eagles Club. Motion unaminously carried. Don Harstad, representing the Hars~ad Co., presented a brochure on the Decatur Radar speed meter. MacGibbon advised the Council that if this equipment is purchased, it is important to have a technician familiar with this brand of radar be close by so that in case of a violater pleading not guilty, the technician can demonstrate how this equipment calibrates speed and be able to answer other pertinent questions. ~..r. Harstad stated that his company vrould provide this service at no cost to the village. Cost of a deluxe model 10 mile leeway with automatic hold meter \~"Ould be $1,300.00, and with a manuel hold meter $1,200.00. Federal money for 50% of the cost is available, however application must.. be made before the radar meter is purchased and after :the grant is Ill.'1.de, reimbursement will be made for 50% of the purchase cost. Mr. Harstad. also reported that park~ng meters could be i~stall~d at no cost to the village. 60% of the receipts would go to the village and 40% to the company until the meters are paid in full. Mr. Harstad "all send a financial statement from other villages of our size, indicating what profit is realized. 8l.l1C.1::.
