'!he regular semi-monthly meeting of the Elk River Village Coupcil of the Vl.1J.age
of Elk Rjver was called to order by Mayor Bartelt on Aug. 3, ~970, at1:30 pm in
the Council Room of the Village Office Building, members were present as follows:
Mayor Bartelt, Councilmen Hudson, Syring, Wdcheau and Konop.
'!he minutes of the July 20, 1970 meeting were read. The $200.00 cost for the
remote radio station at Richners residence, includes everything, including the
telephone. The minutes were then approved as read.
Ednllmd Martin requested permission to move a 22 x 22 wood frame buiJding on to
the Flora Ma;otin property at lJAO 6th )3treet, to be used as a rental cabin with
2 or possibly 4 units. He was advised to fill out a buildiQ.g permit for presen-
tation to the Council.
A petition was presented from Alfred Brown, asking a sum of $1,870.00 for
damages suffered to his property at 831 Main because of the widening and changing
the grade of : Lowell Avenue. Alfred Brown and his attorney Mr. L....'..~were
present and discussion followed. No decision ~s made, more facts are needed and
possibly a independent appraisal. Turned over to William Mills and John MacGibbon
for handling:and a possible decision at our 'Sept. 7th,meeting.
Elroy Corne~us made application for renewal 'of his 3.2 on and off sa.le beer
licenses at~he CrOssroads Cafe. Moved by Councilman .Syring and seconded by
Councilman Konop, to grant the renewal of the on and off ~ale 3.2 beer licenses
at the Cross:r:oads Cafe. Motionunaminously carried.
Reported that the construction of an ~ension qf Rai,lroad Drive from King Avenue
to Proctor Avenue would cost approxima,tely $6,000.00 if grave.led and an additional
$10,000.00 i~ paved.
Agreed that s'ome kind of agreement be ~de with the z:ailroad to improve Railroad
Drive between Lowell and Jackson Avenues, to close one of the crossings, possibly
King Avenue With automatic crossing signals at Lowell Avenue with the village I s
expense to be 10%. The Village Attorney will w,rite up a proposition for presen-
tation to the railroad.
RegarcU.ng th~ Dutch Elm Disease problem. Reporte.d that we can not enforce re-
moval of dise,ased trees at the property owners expens.e. Agreeable that the Clerk
should write ).et'oers to ti18 property O'WIlers with infected trees requesting that
they be remov.ed.

Mac Gibbon reported that the Rock Festival at the ball park can not be regulated
by the Villag,e as the property is leased to the Athletic' Association.
A letter and check in the amount of ~593.25 was received from Al Froehlich of
the First State Insurance Apency, representing a dividend on our insurance policy
WC",:~36732. .::>
Moved by Councilman SJTing and seconded by Councilman Konop, to amend Article nIT
of the Fire Department By-laws regarding membership. Motion unaminously cqrried.
A copy of the amendment is attached. Agreeable that hiring policies for the village
employees will not be affected by this amendment.
Moved by Councilman Hudson and seconded by Councilman Syring, to allo~$500.00
towards purchase of hockey boards for the Elk River Youth Hockety Association.
Motion unaminously carried.
The purchase of a radar for the Police Department was discussed and tabled.
A~reeable that a tractor with a front end loader will be needed for the street
department. The clerk was instructed to get a set of specs from the Monticello
Clerk for revision by Les Derr, }.ucheau and Hudson.
Agreeable to advertise in the Sherburne County Star News, a bid for removal of the
Millhouse Building. Derr and Hudson will take any usuable equipment. out of the
building this week.
Agreeable to advertise in the Sherburne County star News for a fulltime Village
Clerk-Treasurer.
The proposed ordinance for the boat launching facility was discussed and tabled.
