'!he regular' semi-monthly meeting of the Elk River Village Counci:l--ef the '"
Village of Elk River was called to order by }!ayorBartelt on sept. 8, 1970, in
the Council Roomo! the Village Office Building ,at 7 :30 pm. Members were present
as follows: Mayor BaI:telt, Councilmen Syring, Hud.son, Micheau and Konop.
'ihe minutes of the Aug.:l~, 1970 meeting were read.: '!here were no additions or
corrections and the minutes were approved read.
Lynn Moore and Ron Miller, represeQ.ting the JaJ'Cees presented a scale model of a
proposed 10' x 10'smallch~ldren play area and r~questedpermi.ssion to place in
Orono Pa.+k at the Jaycees expense. If permission is granted, the building l<<>uld
be sold to the village for the sum of $1.00. ,Referred to the Park Committee for
their recommendation.

Village Attorney John MacGibbon and Attomey Lundberg, representing th~ Alfred
Brown law suit were present. Mr. MacGibbonreported that the plat of the Village
allows for 60' not 66' lots in the BroWIt blockanc\ as a result ,the> garage and part
of the Brown house is situated in a dedicated public right-of-way. Mr. Lundberg
suggested that if possible, the vi;llage should .provide a south ,ac.cess toth^e
garage or move the garage back and award ~. Brown some compensation for his
inconvenience. Several alternative proposals were suggested by the Council how-
ever noth:i.ng could be agreed upon. It was decided that Mr. Lundberg would check
with Mr. arown on a possible compromise settlement.
Mac Gibbon reported on the Hubbard County. law suit to recover welfare exPense
for the Larayne Anderson case. Per reconmendation from Mac Gibbon, moved by
Councilman Hudson and seconded by C6uncilmanMicheau, to settle the Hubbard
County law suit for the sum of $350.00. Motion unaminously carried.

Agreeable to accept the bid of Al Lyrek in the amount of $343.75, to move the
door, close a wall and glass block thetdndows in the maintenance garage office.
Moved by Councilman Micheau and seconded' by Councilman Syring, to place sewer
disposal extension phones in the residences or the street employees. Additional
cost to be $14.75 per month, plus installation costs. Motion unaminously carried.
Moved by Councilman Syring and seconded. by C'ouncilman Hwson, to advertise for
bids for a new Tractor-Loadoer on Sept. 17 and 24, 1970, in the of.ficial village
paper, With bids to be opened at 8:00pm, Monday, Oct. 5, 1970. Moti on unamin-
ousl,. carried.

Ken Glover rep'l"esenting the Chamber Board, ~gested
that the full time Clerk-Treasurer be combined with
the position of Chamber Secretary, and that possibl,
$100.00 per month supplemental salary to include
office rent, would be paid by the Chamber.' Nothing
definite as to approval of this combined position,
has been established by the Chamber. Glover also
reported that the Chamber is interested in extending
the present Xmas lighting program and asked if there
was any interest from the Council in heljling to
finance' It is questionable whether the Village can
legally allot funds.
Barl Hohlen reported on furrd ture and equipment needed
for the police office. A filing cabinet, recondition-
ed typewriter, desk and chair, coat rack and approxi-
mately 6 chairs are needed with a total cost of approx-
imately$400.00. Hohlen will bring a catalog to our
next meeting and a order will be placed.
Discussion followed on the need for 24 hour dispatch-
CAI..\.s. ing. Earl Hohlen' s wife has been staying 'home to
handle .the cak. when both ,Hohlen and DeRosier are on ,duty. No solution has been
found yet on dispatching but agreeable work must be done to solve this problem.
Councilmen Micheau will chedk with Tom Duggan for a Qo~t'figure on a radio phone
in the police car.
Names suggested to serve as a m~ber of theUtilities:Commission were AlBailey,
Art Erickson, Jack Klein, Jerry Broma.'1, Wally Houle, Dick Burgoyne and WaYrie-Trask.
Moved by Councilman Syring and secorr:iedbyGouncilman Konop, to appoint Artbb.r
Erickson as a member of the Utilities Commission, to serve .the une.xpired term of
Ray Sykes. Motion unaminously carried.
Agreeable to interview Larry Peterson for the position asClerk-'l'reasurer, between
