The regular semi monthly m€:eting of the Elk Ili ver Village Council of the Village
of Elk P~ver was called to order by Ma}ur Bartelt on Sept. 21, 1970, in the COQ~cil
Room"of the Village office Buil!iing at 7:30 pm. Hembers were present as follows:
Mayor Bartelt, CcunciL"llen HUdson, Syring and Konop.
The ~inutes of the Sept. 8; 1970 meeting ~ere read &~d corrected 'as follows~
Agreeable to allot up to $400.00 fdr furniture and equipment for the police office.
The minutes ".,ere then approved as read.

~foved by Councilman Hudson ar.d seconded by Councilman Syring, to increase the
salaries of'the election clerks and judges,to $2.25 per hour. Motion unam. carried.
Mayor Bartelt reporteQ that the cost for a radio phone in the police car wculd be
$50.00 installat~on cost plus $60.00 per month ~dth 90 minutes allowable for out-
calling per month.
Attorney Clifford L~~dberg, representing the Alfred Brov:.n 'law suit reported that
111'. BrOiffl now expects to construct a new garage with a dri.jV'eway access from Lowell
Avenue South' of the existing garage along the south edse of his property and pro~sed
that the village build a single 40' driveway by leveling off, surfacing with black-
top and awartling damages of $300.00 to Hr. Broi-m. A sewer line might have to be
located. John MacGibbon ~ll be contacted for an opinion.
The meeting with the Elk River Utilities Commission convened," Rilliam Patenaude,
Richard Halter and Arthur Erickson in attenda~ce.

Discussion followed on there computer billing system. They i'fere advised that the
car which the meter reader uses to read each meter spould be readied so that it
can be ~eddirectly in to the computer rather than reworked at the office. Reading
the meters every other month was discussed and found feasible. Water and sewer
bills would then be billed to the c,onsumer every other month stt;;ad of 4uarterly.
Meters being" read by the consumer was also discussed. The Commission will make a
study of present rates in comparison with other municipalities and make a report
back to the council in two months. They will also study the possibility of reading
the meters every other month but still retain the monthlt"billing. The Co~~ssion
reported that the high voltage bypass is still not completed.' 1bey are considering
nei., storage facilities but have nothing definite in mind. 'I},e mention was made
that the fire hall may provide storage facilites when a new fire hall is constructed.
William Patenaude is assu@ing the responsibilities of Utilities Superintendent with
no difficulties. A second meeting ~Qth the'Utilities Commission was scheduled for

The Elk River Fire Department represented"by Harry Dreissig, Lloyd Barthel and Don
\ieber presented the specs on the new fire truck and the specs were revie1-red. Copies
of the specs' will be given to each CO~'1cilman and to John Ma.d Gibbon and the
committee will be present at our Oct. 5, 1970 meeting to answer ar!y questions.

was held, Ken Glover and Lloj-u Barthel representing the Chamber of Commerce in
attendance. "Dis cussion follo~.,ed on ,the duties of a fulltime Clerk-Treasurer. Ho
decision has" been made by the Chamber regarding a combined position. The Chamber
expectw to have a decision at their next board meeting and will report back at our
Oct. 5, 1970'council'meeting. .

Earl Ho~en presented a proposed ordinance to the council for passage regarding
annexation to the Village "of Elk Piver real estate adjoining his mobile home park.
Referred to John V.acGibbon to learn if any complaints have been registered against
this proposed annexation.
DeRosier presented tire bids for the police Car. Agreeable to purchase 2 tires
from the low bidder, OHetricks S~andard Service, when the tires are neededo
DeRosier reported that dogs'would be picked u~ by the Anoka Dog Pound for a fee of
$3.50 per dog, with a minimum fee of $7.00 per trip. 'lbe dogs must be held by the
local authorities for a period of five days. Found agreeable by the Co~~cil.

Councilman Hudsonreport.ed that proposals for a burglar alarm system for the Liqucr
store has been received from three companies ~~d that they will be presented to the
Council at our next meeting.

Moved by Councilman Hudson and seconded by Councilman Syring, to appoint Richard
Burgo}ne as a member'or.the Utilities Commission to serve the unex:'i~ed term of
William Patenaude. Motion unam:i.noU:s1y carried.
Councilman Syring reported that the Park Board has ruled to allow the Jaycees to
build a play area tuilding in Orono Park with the stipulation that if its appear-
ance later on deteriotes, it vould be removed by the Jaycees.
No further business, the meeting adjourned.

RESOLUTION
Councilman Syring introduced the following Resolution and
moved its adoption:
WHEREAS, the. provisions of Chapter 465.56 of the Minnesota
Statutes Annotated enable the:.governing body of a village when authorized
by the electors to provide annually a tax not to exceed one mill on
all the taxable property within such Village but tn no event more
than $2,000.00 in anyone year for the purpose of advertising the
Village and its resources and advantages, and
WHEREAS, Chapter 465.57 of the Minnesota Statutes Annotated
permit th~ governing body of a Village by a resolution adopted at
least 20 days before any general village election to submit to the
voters ab.such election to be voted upon by ballot the question of
levying such a tax, and
WHEREAS, it is believed to be in the best interest of the
Village of Elk River to provide for such advertising by levying an
amount of money not to exceed one-half mill on the taxable property
of the Village but in no event more than $1,000.00.
BE IT THEREFORE RESOLVED:
1. That there shall be submitted to the voters of the Village
of Elk River at the next general election to be held on
Tuesday, the 3rd day of November, 1970, the following
question: -
"Shlill the Village Council of the Village of Elk River
be authorized and empowered to levy a tax not to exceed
one-half mill on all the taxable property within the
Village,but in no event shall more than $1,000.00
be rai&ed in anyone year, for the purpose of advertising
the Village and its resources and advantages."

2. The Clerk - Treasurer is hereby authorized and directed
to have ballots printed containing the foregoing question
and to take any and all other steps necessary for sub-
mitting to the voters at said general election such
question.
Councilman Hudson seconded the motion whereupon the motio~
