12-07-1970 VCM The regular semi-monthly meeting of the Elk River Village Council of the Village of Elk River was called to order by Mayor Bartelt on Dec. 7, 1970, at 7 :30 pm in the Council Room of the Village office building. Members ~re present n as follows: Mayor Bartelt, Councilmen Hudson, Syring, and Konop. ... · ......'.... The minutes of the Nov~ 16, 1970 regular meeting and the minutes of the Nov. 23, 1970 special meeting were read. No additions or corrections were made. An interview ~s held with Chief of Police applicant James D. Kuepl. The bill froIJI. Big Lake Gravel Company was presented to the Council for payment by. George Adamski. The bill resulteci from construction of the sanitary sewer on Quinn Ave. to George Adamski's property line in the amount of $562.50. A discussion of the Chief of Police Applicants was held by the Council. It was decideti that background checks be made of the applicants, Olson and Kuepl before a decision on the applicants be made by the Council. Moved by Councilman Syring and seconded by Councilman Hudson to transfer $12,000.00 from the liquor operating lund to the gereral fund. MOtion unaminously carrie.. Lawrence Kreger presented his bid of $1,300.00 for demolition of the Millhouse Apt. building to the Council. The work would consist of tearing down the building, hauling the remains to the dump and filling the excavation in. Co()f/()ucd Dn nLi+ PQ9(; o o :) Ronal. De Rosier talkea with the Council about a eirug program. Information could be run~in the local paper 'for thirteen weeks ami would ,cost a!out $51. 00. It will be held. in obeyance until a brochure is brought to the .Council for further study. The Council approved the purchase of a tank heater for the police car, and the purchase of a Fletcher standard model gun holder lock at a cost of $21.95 for the police car. The Council discussed a pending landfill dump that will be required, of the village in the near future. It was agreed that a letter be written to the Polution: Control Agency stating that prepara~ory work is being eione by the village Mhe Mac Gibbon reported that the Zoning Ordinance'and subdivision regulations have been recommend.ed by the Planning Commission for adoption by the Village Council. Moved by Councilman Hud.son to aciopt the Zoning Orcl.inance ami sub- d.ivisionregulations, and. secon<<ed by Councilman Syring. Motion unaminously carried.' A copy of the resolution is attached. Councilman Hudson will check out the cost of offset printing for inserts in the local paper and. Mayor Bartelt will check the cost {or p.vlishing in the l.cal paper and. also the cost of placing inserts in the local paper. Moved by Hudson to increase the Clerk-TreaSe salary to $750.00 for the month of December for aeditional services performed in'trainingthe new Clerk- Treasurer who will take over Jan. 1, 1971. The council ciecid.ed that the Clerk shoul. write a letter to Mr. Ray Caron about their bus, #12 being parked on the lower end of Norfolk Ave. and since constituting a traffic hazard it should not be parked their in the future. Clerk RESOLUTION WHEREAS, the Council has received from the Elk River Planning and Zoning Commission a copy of a Resolution adopting a Comprehensive Municipal Plan prepared by the firm of Nason, Wehrman, Knight & Chapman, Inc., and WHEREAS, this Council has heretofor received a copy of said Comprehensive Municipal Plan prior to the publication of the notice of hearing conducted thereon by the Elk River Planning and Zoning Commission. NOW, THEREFORE, BE IT RESOLVED, that the Comprehensive Municipal Plan prepared by the firm of Nason, Wehrman, Knight & Chapman, Inc. and dated April, 1970, and heretofor adopted by the Village of Elk River Planning and Zoning Commission be and the same is hereby adopted by this Council as the official Comprehensive Municipal Plan of the Village of Elk River. A<teot, I A JiJ~li1~~ Cferk-TreaSureU ~ ,jl d-~ / Mayor ADopt..o o ~c., 71 I q 7 0 ...- ;..... .""(~ RESOLUTION TO ACQUIRE OPTION FOR FIRE HALL WHEREAS, This Council has the duty of providing building space for use in the administration of Village affairs, including but not limited to buildings for housing fire fighting equipment, and WHEREAS, the present facilities are inadequate to meet the needs and requirements of the Village, both as to housing for fire fighting equipment, and otherwise, and WHEREAS, Certain lands and premises which are ~n a centrally located area, and are otherwise suitable as a site for the construction of such equip- ment are for sale by one Allan Krafve, NOW, THEREFORE, bE IT RESOLVED, that the Council of the Village of Elk River acquire an option to purchase the following described real estate situated in the County of Sherburne and State of Minnesota, That part of Lot. One (1), Auditor's Subdivision No.4, Village of Elk River bounded and described as follows: Beginning at the Southeast corner of said Lot One (1) being the intersection of Grove and Princeton Streets; thence West along the North line of Grove Street 56 feet; thence North and parallel with the West line of Princeton Street 70.feet; thence West at right angles 20 feet; thence North 45 feet to the Southwest corner of Lot TWo (2), Auditor's Subdivision No.4; thence East along the South line of said Lot TWo (2) 76 feet to Princeton Street; thence South along the West line of Princeton Street to point of beginning, for use as a site for a building to house fire fighting equipment and such other Village facilities as this Council may from time to time determine, and BE IT FURTHER RESOLVED, That the Mayor and Clerk-Treasurer be and are hereby authorized to execute in behalf of the Village an option to acquire said lands and premises from the lawful owner thereof for a sum not to exceed $10,000.00, which option will expire not earlier than April 1, 1971, and for which option the Village shall pay not more than $1,000.00 upon the execution of the option contract, which sum shall be credited upon the said purchase price in the event said option is exercised as herein provided. p~ ;/dtZZlr ".
