Approve,by motion, the 2019 Street Improvement Preliminary Engineering report and increase of
$41,820 in professional service for changes to consultant's project scope.
Background/Discussion
The Project Feasibility report for the 2019 Street Improvements project is attached. The report details a
project that will rehabilitate 12.6 miles of city street pavement in 2019. Upon approval of the report,plans
will be completed, and bids solicited, all with a goal of starting construction in May of 2019.
After engaging our consultant with a preliminary project scope that prescribed 9.5 miles of pavement
rehabilitation,we further examined current pavement conditions, future project areas, and our project
budget. Based on this review and need on the system, the report details a recommended project with a 3.1
mile addition to the original scope.
Staff is recommending approval of this item.
Financial Impact
The total estimated project cost of$3.76M remains below the CIP-budgeted estimate of$4.3M.

RE: 2019 Street Improvements – Project Feasibility
Dear Mr. Femrite:
This letter provides an initial analysis of the feasibility, cost-effectiveness, and necessity of the proposed
street improvements.
EXISTING CONDITIONS
The project study area includes approximately 12.6 miles of existing city streets. These streets were
evaluated to determine current pavement conditions and recommended surface improvements.
During the preliminary project walk-through conducted on September 20, 2018, the City rated pavement
conditions were reviewed and found to range from a PCI rating of 40 to 70 based on a PCI scale to 100.
These pavement ratings are used to determine the type of surface improvement that will be most cost
effective to maintain the roadway and extend the useful life.
Pavement ratings of 40-55 are found to be in a failed condition and are recommended to be fully restored
through reclamation and replacement. Pavement ratings of 55-70 are found to be in a condition where
overlaying the surface with a 1.5-inch overlay should extend the useful life 20 years.
PROPOSED IMPROVEMENTS
Due to the condition of the existing pavement the following improvements are proposed:
Full Depth Reclamation
Full depth reclamation is proposed for the following roadways:
- Ranch Road from Meadowvale Road NW to the western City limits
- Baldwin Street NW from 225th Avenue NW to the northern City limits
- York Street NW between Ranch Road NW and approx. 400 feet south of 212th Avenue NW
- 211th Avenue NW from York Street NW to Vernon Street
- Proctor Avenue NW from 200 feet south of Hwy 10 to Main Street
These existing roadway sections are all rural (with the exception of Proctor Road) and are not proposed to
be converted into urban sections (no curb and gutter proposed). The reclamation material is proposed to

be used as the base material for the new 4-inch bituminous pavement (2-lifts). Minor shoulder treatment
will be required to match into the existing surface. Storm sewer culverts may be evaluated by City staff to
determine if they will be replaced with this project.
Bituminous Overlay with Concrete Curb
A 1.5-inch bituminous overlay is proposed for the following roadways with existing concrete curb &
gutter:
- Lafayette Woods Subdivision, including all phases
- Dodge Street NW from 193rd Avenue NW to approximately 900 feet north
- Carlson Circle NW
- Baldwin Circle NW
- Auburn Street NW, Zane Street NW, 195th Circle NW, 196th Avenue NW, 196th Circle NW,
Wilson Street NW, 196th Lane NW, and Zane Court NW
- 193rd Avenue NW from 250 east of Evans Street NW to Zane Street NW
A taper mill will be required on these road sections to match into the lip of curb. Spot patching will also
be required in failed pavement areas. Full surface milling will be required on 193rd Avenue where the
roadway has a cross slope from the center median.
Any deficient sidewalk and curb replacement required along these segments will be marked for removals
prior to beginning construction. Pedestrian ramps within the project area will be reviewed to verify they
meet current ADA requirements. If they are found to be out of compliance, they will be replaced with this
project.
Bituminous Overlay with Bituminous Curb
A 1.5-inch bituminous overlay is proposed for the following existing roadways with bituminous curb:
- 214th Avenue NW west of Meadowvale Road NW
- 215th Avenue NW west of Jarvis Street (approx. 800 LF full street reconstruction with subgrade
correction also anticipated through wetland area)
- Edison Circle NW
- 217th Avenue NW west of Brook Road NW
- 225th Avenue NW from Hwy 169 to Baldwin Street NW (curb on north side only)
- Fresno Street NW from Ranch Road NW to southern limit
- 226th Lane NW, 226th Avenue NW, 226th Court, and Cleveland Avenue
A taper mill will be required on these road sections to match the existing bituminous gutter to maintain
current gutter capacity after the overlay is complete. Spot patching will also be required in failed
pavement areas.
Bituminous Overlay in Rural Sections
A bituminous overlay is proposed for the following existing rural section roadways:
- 225th Avenue NW from Meadowvale Road NW to the western City limits
- Fresno Street NW from Elk Lake Road NW to the northern City limits

- York Street NW, 208th Avenue NW, Watson Street NW, 201th Circle NW, 212th Avenue NW,
and Vernon Street NW
- Concord Street NW from Ranch Road NW to northern limit
- Jarvis Street NW from 223rd Avenue NW to northern City limit
A taper mill will be required on these road sections to provide a better tie in to existing shoulders and
driveways. Spot patching will also be required in failed pavement areas.
The locations of the proposed improvements are shown in the attached location map figure.
PROJECT SCHEDULE
The following project schedule is proposed:

The construction project is anticipated to take 15 weeks to complete.
PERMITS / RIGHT-OF-WAY / COORDINATION
No additional Right-of-way or temporary easements are anticipated for this project. Access to residents
and businesses will be maintained throughout the project.
Approvals and permits are required from various public agencies for the construction of this project.
They include:
• Sherburne County – Work Within County Right-of-Way Permit
• MnDOT – Work Within MnDOT Right-of-Way Permit
OPINION OF PROBABLE COST
The estimated project costs are summarized in the table below and rounded to the nearest thousand. A
detailed Opinion of Probable Cost is attached.

The unit prices for the items of work have been estimated based on similar types of recent construction
projects. The costs shown in the table above are estimates that include construction, contingencies, and
engineering costs. Testing, permitting, and City staff time are not included in the above costs.
Since the consultant has no control over the cost of labor, materials, competitive bidding, weather
conditions or other factors affecting the cost of construction, all cost estimates are opinions for general
information and no warranty or guarantee as to the accuracy of construction cost is made. Financing for
the project should be based on actual bid prices with reasonable contingencies.
FEASIBILITY AND RECOMMENDATION
Based on the findings presented in this letter, the proposed improvements are cost effective, necessary,
and feasible from an engineering perspective. Bolton & Menk, Inc. recommends that, if these
improvements are determined to be financially feasible, the City proceed to the preparation of final plans
and specifications and advertise for bids.

RE: Proposal for 2019 Street Improvements – Additional Engineering Services
Dear Mr. Femrite,
Bolton & Menk, Inc. appreciates the opportunity to submit this proposal for providing additional
engineering services for the roadway improvements added to the 2019 Street Improvements project.
SCOPE OF SERVICES
Our scope of services is based on our meeting on December 13, 2018, and includes 3.1 miles of roadway
improvements as follows:
1. Proctor Avenue NW – From Main Street to approximately 200 feet south of TH 10:
a. Full-depth reclamation,
b. Replace non-compliant ped-ramps,
c. No State Aid submittal, no loop detectors.
2. 193rd Avenue NW – From 250 feet east of Evans Street NW to Zane Street NW:
a. Tapermill and overlay roadway,
b. Replace non-compliant ped-ramps,
c. No State Aid submittal.
3. Concord Street NW – From Ranch Road NW to the northern limit:
a. Tapermill and overlay roadway.
4. Fresno Street NW – From Ranch Road NW to the southern limit:
a. Tapermill and overlay roadway.
5. Jarvis Street NW – From 223rd Avenue NW to the northern City limit:
a. Tapermill and overlay roadway.
6. 226th Lane NW, 226th Avenue NW, 226th Court, and Cleveland Avenue:
a. Tapermill and overlay roadway.
All tasks included in the original 2019 Street Improvements proposal will also apply to the additional
improvements listed above.
SCHEDULE AND COMPENSATION
We estimate the construction cost of the above listed improvements at $950,000. We have also assumed
an 18 day construction schedule.

Compensation is proposed to be on an hourly basis, based on the actual hours worked. We propose to
perform these services for the following not-to-exceed fees.

We will begin work immediately after authorization, and will have the preliminary feasibility letter
updated by the January 7, 2019 City Council meeting.
