1 . Call Meetinq To Order
Pursuant to due call and notice thereof. the meeting of the Elk River Park and
Recreation Commission was called to order at 7:00 p.m. by Chair Anderson.

COMMISSIONER KUESTER MOVED TO APPROVE THE DECEMBER 9, 1998, PARK &
RECREATION AGENDA. COMMISSIONER HUBERTY SECONDED THE MOTION. THE
MOTION CARRIED 6-0.

Consider Minutes of 11/18/98 Park & Recreation Commission Meetinq
COMMISSIONER OLSON MOVED APPROVAL OF THE NOVEMBER 18, 1998, PARK AND
RECREATION COMMISSION MEETING MINUTES. COMMISSIONER ANDERSON
SECONDED THE MOTION. THE MOTION CARRIED 6-0.
4. Park Recreation Commissioner to Attend December Planninq Commission and
City Council Meetinqs
a. 12/21/98 City Council Meetinq - Commissioner Olson will attend the
December 21, 1998, City Council meeting.
b. 12/22/98 Planninq Commission Meetinq - Commissioner Reitsma is
scheduled to attend the December 22, 1998, Planning Commission
meeting.

Eagle Scout Proiect in Woodland Trails Park - Ryan Anderson
Ryan Anderson reported that he has taken the GPS coordinates and has plotted
the paved trails. He will be plotting the remainder of the trails. Ryan indicated
that the posts have been placed for signage. He explained that the following
signs are needed: 14 "you are here" signs. 12 "one way - do not enter" signs, 7
"trail type" signs (degree of difficulty); and 5 "caution" signs. Commissioner
Anderson indicated the cost of the plastic signs are $2 each. He noted that
Commissioner Peterson will be making the frames for the signs. Phil Hals explained
that the total cost of the signage including the board sign at the park entrance
will be approximately $500.
COMMISSIONER PETERSON MOVED TO RECOMMEND APPROVAL OF THE
EXPENDITURE OF $500 FOR SIGNAGE AT WOODLAND TRAILS PARK. COMMISSIONER
OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
7, Administrative Subdivision by Richard Bury - Park & Recreation Commission
Recommendation
Phil Hals explained that Richard Bury is requesting an administrative subdivision to
divide a 7.5 acre parcel from a 26 acre parcel. The remaining 18.54 acre parcel
will be sold to the gravel quarry to the east. Phil indicated that the easement for
the city trail shown on the survey does not line up with the centerline of the trail,
or the former railroad right-of-way. He noted that the subject property is outside
the Park Service Area and no Area Wide Park is identified for this area.
e COMMISSIONER KUESTER MOVED TO RECOMMEND A CASH DEDICATION IN LIEU OF
LAND TO SATISFY THE PARK DEDICATION REQUIREMENTS FOR THE RICHARD BURY
ADMINISTRATIVE SUBDIVISION, CASE NO. AS 98-9, WITH THE CONDITION THAT THE
TRAIL EASEMENT SHOWN ON THE SURVEY BE CORRECTED. COMMISSIONER OLSON
SECONDED THE MOTION. THE MOTION CARRIED 6-0.
8.a. Area Recreation Update - Jeff Asfahl
The Commissioners reviewed the Area Recreation update from Jeff Asfahl. Jeff
noted he will be researching a grant from the Humphrey Institute for citizen
involvement. He explained that the grant may provide an opportunity to hold
special meetings with various groups which would create relationships and build
partnerships for programs to benefit the community.
8.b. Youth Athletic Complex Update - Phil Hals
Phil Hals updated the Commissioners on the progress at the ERY AC fields as
follows:

-Storm sewer is in and has been back-filled
-A green space has been created for warm ups
-Infields have been enlarged and will accommodate up to 80' bases
-Test holes indicate the ag line in the center of one of the fields is too high and

-Appears to be no problem with 1 % slopes
-The fence company will be coming back with extensions and completing the

8.c.
County Road 12 Improvements Update - Phil Hals
Phil Hals indicated that Sherburne County's plans for improving County Road No.
12 show a 4 foot drop cut at the location of the resident's driveway adjacent to
Hillside Park. He explained that it will not be possible for the resident to maintain
his driveway, considering the steep slope that already exists. The property owner
has requested the city to grant an easement, or a lot line adjustment of park land
for driveway access to his property. Phil indicated that the city's legal counsel
suggested an easement, rather than giving up a portion of the park property. He
noted that an additional 1 7 feet of the park frontage will be required from the
city for the 100 ft. county road right-of-way.
9.
Hillside 5th Park Concept

Phil Hals reviewed his memo to the Park & Recreation Commissioners regarding
the Hillside 5th Park. A copy of a letter to be sent to the Hillside residents was
distributed. Commissioner Kuester indicated he did not wish to reconsider the
recommendation on this park and felt it was more appropriate to look at the
entire Hillside development to assess the park needs. He suggested the
Commissioners meet with staff at a special meeting in January to discuss this issue.
Chair Anderson suggested that at some point, the developer should be asked to
meet with staff and a representation of the Hillside residents to discuss park
needs.
COMMISSIONER HUBERTY MOVED TO CALL A SPECIAL MEETING OF THE PARK &
RECREATION COMMISSION JANUARY 20TH OR 27TH, 1999, TO DISCUSS PARK NEEDS
FOR THE AREA EAST OF HIGHWAY 169, AND TO CONSIDER POSSIBLE LOCATIONS FOR
AN AREA WIDE PARK WITH THE FOLLOWING DESCRIBED AREA:
BOUNDED BY COUNTY ROAD 33 ON THE NORTH, TYLER STREET ON THE EAST,
HIGHWAY 169 ON THE WEST, AND COUNTY ROAD 12 ON THE SOUTH.
COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-0.
It was the consensus of the Commissions to send the letter drafted by staff to all
residents of the Hillside Additions.
10.
Update on 11/24/98 Plannina Commission Meetina - Commissioner Olson

Commissioner Olson provided an update on action taken by the Planning
Commission at their November 24, 1998, meeting. The Commissioners discussed
the Elk River Business Park plat submitted by Amcon. Commissioner Olson
indicated the location of sidewalk and trail connections recommended by the

Planning Commission. The Commissioners expressed concern that they were not
given an opportunity to review the plat. The Commissioners were in agreement
that they could not make a recommendation regarding trails without reviewing
the plat.
COMMISSIONER KUESTER MOVED TO CONVEY TO THE CITY COUNCIL THAT THE PARK
& RECOMMENDATION IS NOT ABLE TO MAKE A SPECIFIC RECOMMENDATION ON
TRAILS FOR THE AMCON PLAT, SINCE THEY DID NOT HAVE AN OPPORTUNITY TO
REVIEW THE PLAT, AND, THAT CONSIDERATION OF THE PLAT SHOULD BE POSTPONED
UNLESS A SPECIAL MEETING IS HELD BY THE PARK & RECREATION COMMISSION TO
CONSIDER TRAIL ISSUES. COMMISSIONER OLSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
11 . Other Business
a. Boys & Girls Club - Chair Anderson noted that the lease agreement
for the Boys & Girls Club has been signed.
b. Ski Groomina Trails - Commissioner Anderson indicated that if the
Commissioners had any questions regarding grooming, he would be
able to answer them.
c. Letter to Ridaewood Residents - Commissioner Anderson stated that he
will present a draft letter to be sent to the Ridgewood residents regarding
use of motorized vehicles on the city trails.
d.
Liahts for Softball Complex - Commissioner Anderson indicated that the
Softball Association has purchased the light bulbs for the fields at a cost
of $4.700. The bulbs were installed by UPA (United Power Association).
e. Park Dedication Information - The Commissioners discussed information
distributed regarding park dedication fees. Some of the Commissioners
felt there was an error in the calculations and did not take any action on
the issue.
12. Adjournment
There being no further business, COMMISSIONER KUESTER MOVED TO ADJOURN THE
MEETING. COMMISSIONER PETERSON SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
