Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:00 p.m. by Chair Huberty. 2. Consider Minutes of 11/1 0/99 Park & Recreation Commission Meeting COMMISSIONER DANA ANDERSON MOVED APPROVAL OF THE NOVEMBER 10, 1999, PARK AND RECREATION COMMISSION MEETING MINUTES. COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 8-0. 4. Park & Recreation Commissioner to A ttend December Plannina Commission and City Council Meetings a. 12/20/99 City Council Meeting Commissioner Huberty will attend the December 20, 1999, City Council meeting. . . . Park and Recreation Minutes December 8. 1999 Page 2 b. 12/28/99 Planninq Commission Meetinq Commissioner Olson will attend the December 28, 1999, Planning Commission meeting. 5. Open Mike No one appeared for this item. 6. Hearinqs/Neiqhborhood Discussions: None 7. Area Recreation Update - Michele Bergh Michele Bergh was unable to attend the meeting; update notes were provided to the Commissioners. 8. Park Development Pro9ress Report - TerN Bye Deerfield 4th Park - Additional wood chips have been added to this site. The woodchip surface has been proven to allow handicap accessibility. Railroad Trail- The paving of the trail has been completed, along with placement of topsoil, seeding, and erosion control fabric along the trail shoulders. Orono Park - Grading has been completed for the hockey rink and skating rink at the water tower site. The hockey boards and lights are in place and the warming house trailers will be moved in next week. Commissioner Dave Anderson expressed concern that the site be available in the spring for softball players to park. Phil Hals stated that the site can be seeded with rye grass in the spring and there should be no problem with parking vehicles. Terry Bye reviewed the various sites where trees have been placed which were removed from the Wal-Mart site. Phil Hals noted that if any good trees which are scheduled for removal are still left in the spring, they will try to relocate as many as possible. Lions Park - Terry Bye provided a photo of the ballfield construction at Lions Park near the bandshell. 9.A.1. Leukemia Benefit Race Tom Gilgenbach reviewed the race layout for the Leukemia Benefit Race scheduled for Saturday, May 13, 2000, starting at 7:30 a.m. He noted that the Lions Club has now taken over sponsorship of the race. Mr. Gilgenbach asked for the city's assistance in providing cones to mark the course in Woodland Trails. Mr. Gilgenbach stated that 440 runners were registered in 1999, and plans to limit the race to 600 entries in 2000. COMMISSIONER WESTRUM MOVED TO SUPPORT THE LEUKEMIA BENEFIT FOOT RACE SCHEDULED FOR MAY 13,2000, BEGINNING AT 7:30 A.M., AND TO RECOMMEND . . . Park and Recreation Minutes December 8, 1999 Page 3 CITY STAFF PROVIDE ASSISTANCE IN MARKING THE COURSE, AS NEEDED. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. 9.B.1. Park Dedication Ordinance: Fee Collection at Buildino Permit Issuance Michele McPherson reviewed information in the memo from Lori Johnson, Finance Director, regarding collection of park dedication fees. 9.C.l. Eaole Scout Proiect: Ticket Booth at Orono Softball Complex Mike Arco, of Boy Scout Pack #90, presented a proposal to build a 5' x 6' ticket booth at the Orono Parkway softball complex. He stated that the building will have a concrete floor and will be movable (by forklift). The building will be used to sell tickets and T-shirts during tournaments. The building will have 3'x 3' hinged windows on three sides which can be removed. There will be a display area on the window ledge and shelves will be provided inside the building for storage. The siding and roof materials will match the existing buildings at the softball complex. Mike stated that the project will be completed in time for the start of softball tournaments. Commissioner Kuester asked if the building materials and labor will be donated to the softball complex. Mike Arco stated that he will donate his labor and the materials will also be donated. COMMISSIONER DANA ANDERSON MOVED TO SUPPORT THE EAGLE SCOUT TICKET BOOTH PROJECT PROPOSAL BY MIKE ARCO. COMMISSIONER REITSMA SECONDED THE MOTION. THE MOTION CARRIED 8-0. 9.C.2. Country Crossinos I Park Design Implementation Steve Wensman stated that he and Phil Hals met with Mrs. Kunnenan regarding the proposed plaque for the Country Crossing 1 st Park and indicated that she was comfortable having her late husband recognized in this manner. COMMISSIONER KUESTER MOVED APPROVAL OF THE CONCEPT FOR THE COUNTRY CROSSING PARK MEMORIAL, AND, TO INVITE THE COUNTRY CROSSING 1ST ADDITION NEIGHBORHOOD RESIDENTS TO ATTEND THE JANUARY 12, 2000, PARK & RECREATION COMMISSION MEETING FOR INPUT ON THE PARK CONCEPT CHANGES. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. 9.C.3. Padded Hockey Goal Cost The Commissioners discussed the hockey goal information provided by Phil Hals. COMMISSIONER KUESTER MOVED TO RECOMMEND THE EXPENDITURE OF UP TO $3,000 TO PURCHASE THREE (3) PAIRS OF COMPLETE HOCKEY GOALS FOR THE CITY'S THREE OUTDOOR HOCKEY RINKS. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. . . . Park and Recreation Minutes December 8, 1999 Page 4 9.CA. Discuss Bailey's Point The Commission and staff discussed the recreational potential of the John Bailey property known as "Bailey's Point". Commissioner Dave Anderson stated that he has mentioned to Mr. Bailey that the property would make an excellent park, but he did not feel comfortable discussing with Mr. Bailey any type of acquisition without first obtaining the city's support. Possible acquisition means which were discussed included: right of first refusal for purchase, purchase at a reduced price, or gifting of the property to the city. The Commissioners were in agreement that staff should check with administration for proper procedure in negotiating acquisition of park land. The issue will be discussed at the January Park and Recreation meeting. 9.C.5. Winter Rules/Use Policy - Woodland Trails Park Ms. McPherson reviewed her comments regarding the proposed rules and policy for Woodland Trails Park, as stated in her memo to the Commission dated December 1, 1999. The Commissioners discussed the issue of dogs in the park and the possibility of designating a trail loop for residents to walk their dogs. Commissioner Dave Anderson stated he is not aware of any other community that allows dogs on ski trails. The Commissioners were in agreement that some type of restriction on dogs may eventually be necessary. COMMISSIONER KUESTER MOVED TO APPROVE THE PROPOSED WINTER RULES AND USE POLICY FOR WOODLAND TRAILS PARK, WITH THE FOLLOWING CHANGES: . WOODLAND TRAILS PARK WINTER TRAIL RULES - CHANGE PHONE NUMBER FOR RESERVATIONS TO COMMUNITY RECREATION'S PHONE NUMBER; . WOODLAND TRAILS RESERVATION REQUEST FORM: ADD STATEMENT TO ADVISE APPLICANT THAT RESERVATION IS SUBJECT TO CANCELLATION DUE TO TRAIL CONDITIONS (I.E., NOT ENOUGH SNOW, WARM TEMPERATURES, ETC.) . OUT OF TOWN SKI TEAM PRACTICE POLICY FOR WOODLAND TRAILS PARK: ITEM #2 - TEAMS MAY PRACTICE TWO DAYS EACH MONTH FOR THE MONTHS OF DECEMBER, JANUARY, AND FEBRUARY. COMMISSIONER WESTRUM SECONDED THE MOTION. THE MOTION CARRIED 8-0. 9.C.6. Discuss Retreat Aqenda Michele McPherson reviewed details regarding the January Park and Recreation Commission retreat. The retreat will be held on Saturday, January 8, 2000, from 8:30 a.m. to 12:30 p.m. at the Country Inn and Suites meeting room (Dodge Avenue next to Perkins). Rolls, juice and coffee will be provided in the morning and pizza may be ordered for lunch. Park and Recreation Minutes December 8, 1999 Page 5 . 10. Policy for Park & Recreation Commission Representatives Attendina Plannina Commission and City Council Meetin9s COMMISSIONER KUESTER MOVED APPROVAL OF THE FOLLOWING POLICY: . IF A PARK AND RECREATION REPRESENTATIVE IS ASSIGNED TO ATTEND A CITY COUNCIL OR PLANNING COMMISSION MEETING AND HE/SHE HAS A DIFFERING OPINION ON A PARTICULAR ISSUE THAN WAS RECOMMENDED BY THE PARK & RECREATION COMMISSION, THE REPRESENTATIVE SHALL NOTIFY THE CHAIR SO THAT AN ADDITIONAL COMMISSIONER MAY ATTEND TO PRESENT THE COMMISSION'S RECOMMENDATION. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 8-0. 13.B. Snowmobile Re9ulations Michele McPherson stated that the city's snowmobile regulations have been published in the city's newsletter, "The Current". Also, the regulations have been sent to the Star News for publication. Commissioner Dave Anderson asked that a staff person or police officer inform the resident on 181 sl and County Road 30 that he cannot use the city trail as part of his 4-wheeler/snowmobile track. Staff will investigate. 13.C. Woodpile at Woodlands Commissioner Dave Anderson stated that Mr. Dave Bleyhl started to remove his woodpile on park property at Woodland Trails, but now the pile has become larger than before. Ms. McPherson stated that a letter will be sent to Mr. Bleyhl informing him that the woodpile needs to be removed. . Park and Recreation Minutes December 8, 1999 Page 6 . 14.
