MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, MARCH 14, 2001 Members Present: Chair Kuester; Commissioners Dana Anderson, Dave Anderson, Huberty, Reitsma, and Sladek. Commissioner Peterson arrived at 7:15p.m. Members Absent: None Staff Present: Phil Hals, Street/Park Superintendent Michele Bergh, Community Recreation Manager 1. Call Meetinq To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:00 p.m. by Chair Kuester. 2. Consider 3/14/01 Park & Recreation Commission Agenda COMMISSIONER DAVE ANDERSON MOVED TO APPROVE THE MARCH 14,2001, PARK & RECREATION AGENDA. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Consider Minutes of 2/14/01 Park & Recreation Commission Meetinq COMMISSIONER DANA ANDERSON MOVED APPROVAL OF THE FEBRUARY 14, 2001, PARK AND RECREATION COMMISSION MEETING MINUTES WITH THE FOLLOWING CORRECTION: ITEM #13 - OTHER BUSINESS - COMMISSIONER REITSMA ASKED WHY THE TRAIL SEGMENT ON TWIN LAKES PARKWAY WAS CONSTRUCTED, AND, WHY PART OF THE TRAIL ON TWIN LAKES BOULEVARD IS MISSING. COMMISSIONER REITSMA SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Park & Recreation Commissioner to Attend March Planninq Commission and City Council Meetings a. 3/19/01 City Council Meeting Commissioner Sladek will attend the March 19,2001 City Council meeting. b. 3/27/01 Planninq Commission Meetinq Commissioner Dana Anderson will attend the March 27, 2001 Planning Commission meeting. . . . Area Recreation Update Michele Bergh brought a flyer to share on the spring programs. She noted that the annual report will be available in April. There was a 27% increase in program participation in 2000. They are considering an environmental program with the Boys and Girls Club at Woodland Trails Park with 4 - 7 grade students. She asked if staff or the Commissioners were aware of a project that may be available. The Commissioners expressed their support for an environmental project. Commissioner Dave Anderson will meet with Ms. Bergh and the instructor to discuss possible projects. 8. Park Development Proqress Report Phil Hals stated that the Kelley Farm will be conducting a barn workshop on Saturday April 2nd. The cost is $35.00. Chair Kuester has the information and brochure if any of the Commissioners are interested in attending. Mr. Hals stated that plans for the barn in Trott Brook Farms Park will be available at the April 11 th Park & Recreation Commission meeting. Mr. Hals noted that he received a call from a resident who lives adjacent to the trail between Denver and Fresno Street. expressing his support for plowing the trail. The mountain bike trails are closed until the spring thaw is completed. 9.A.1. BMX Update Margo Foster, representing the BMX group, introduced Mike Weyman. Mr. Weyman reviewed the following requests: 1. Equipment use authorization - Use of City equipment and employees to construct the track. Target date of 5/5/01 to start construction, using volunteers. 2. The City assume responsibility for trash dumpster and portable toilets. 3. The City provide funding to install an irrigation well for approximately $3,000. Phil Hals asked if the staking would include elevations and electrical service. The first BMX race day is scheduled for June 9, 2001. Cheap Thrills in Ramsey has donated the perimeter chain link fence. The ABA (American Bicycling Association) has engineered the track to be within the safety guidelines. . . . Park & Recreation Commission Minutes March 14.2001 Page 3 COMMISSIONER REITSMA MOVED THAT THE COMMISSION SUPPORT THE USE OF CITY EQUIPMENT AND EMPLOYEES TO CONSTRUCT THE BMX TRACK, AND FOR THE CITY PROVIDE THE TRASH DUMPSTER AND PORTABLE TOILETS FOR THE SITE. COMMISSIONER HUBERTY SECONDED THE MOTION. Commissioner Dana Anderson asked Michele Bergh if other sport associations paid a fee for the portable toilets. Ms. Bergh indicated that $2.00 of each participant's fee goes toward these facilities. THE MOTION CARRIED 7-0. Commissioner Peterson stated that the Park and Recreation Commission previously recommended the expenditure of $2,000 for a well at the BMX site, and he felt it was appropriate to recommend the additional $1 ,000 which is needed. COMMISSIONER PETERSON MOVED TO RECOMMEND THE USE OF CITY FUNDS IN THE AMOUNT OF $3,000 FOR AN IRRIGATION WELL AT THE BMX SITE. COMMISSIONER REITSMA SECONDED THE MOTION. THE MOTION CARRIED 7-0. 9.A.2. Crop Walk Louise Johnson, Crop Walk Chair, explained that they plan to use Woodland Trails Park parking lot for participants to start the two-mile walk on Sunday, April 29th, in the afternoon. She anticipates approximately 300 people. Commissioner Huberty asked if the group has made a reservation for the park. Chair Kuester explained that Ms. Johnson would need to contact the Area Recreation office for park reservations. Commissioner Dave Anderson asked that the organizers remove and signs, benches, or rest areas that they install. COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST TO CONDUCT THE 2001 CROP WALK IN WOODLAND TRAILS PARK WITH THE CONDITION THAT THE GROUP FOLLOW THE PROCEDURE FOR MAKING A RESERVATION WITH AREA RECREATION. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 9.C.1. Ga9ne Park Security Commissioner Dave Anderson presented his proposal to limit access of snowmobiles and 4-wheelers in Gagne Park. COMMISSIONER REISTMA MOVED TO RECOMMEND THAT THE CITY PROCEED WITH IMPLEMENTING A PLAN FOR SECURITY MEASURES AT GAGNE PARK, WHICH INCLUDES STAFF RESEARCHING TYPES OF FENCING, COSTS, ETC. AND THAT STAFF USE THEIR BEST JUDGMENT TO SECURE THE PARK. COMMISSIONER PETERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Commissioner Dana Anderson stated that he feels it is a matter of marking the area as City property and educating the trespassers. . . . Park & Recreation Commission Minutes March 14.2001 Page 4 Staff will report back on this issue at the April 11 th Park and Recreation meeting. Also, staff will contact the property owners on the cul-de-sac on the northwest corner of the park. 9.C.2. Update on Phones in Parks Phil Hals noted that staff will provide information on costs of phones and features that are available, along with a recommendation, at the April 11 th meeting. 9.C.3. Consider Purchase of Cross Country Ski Trail Groomer Commissioner Dave Anderson reviewed the information provided regarding the Nordic Ski Club's request to purchase a new grooming snowmobile. He stated that he feels that club donates all their hours and that the City is receiving a good value for the money invested. COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND APPROVAL OF THE PURCHASE OF A 2002 SKIDOO SCANDIC SNOWMOBILE IN THE AMOUNT OF $7,000 FROM THE EQUIPMENT FUND. COMMISSIONER SLADEK SECONDED THE MOTION. THE MOTION CARRIED 7-0. COMMISSIONER PETERSON MOVED TO RECOMMEND RAISING THE HOURLY REIMBURSEMENT FOR GROOMING SKI TRAILS TO $30.00 PER HOUR. COMMISSIONER HUBERTY SECONDED THE MOTION. THE MOTION CARRIED 7-0. Commissioner Dave Anderson provided an update on the Woodland Trails ski season. He noted that public usage is up approximately 50%, and that some weekends there are up to 30 cars in the parking lot. 10. Update on 3/27/01 Plannina Commission Meetina Commissioner Sladek provided an update on the February 27,2001 Planning Commission meeting. Commissioner Sladek discussed West Oaks (S & Z Investments) plat and the proposed density. He the stated that the Planning Commission recommended that the park in the be placed to the north near the multi-family housing. Commissioner Dave Anderson stated that he would like a visual of this type of development to present to the City Council. . . . Park & Recreation Commission Minutes March 14.2001 Page 5 14.
