I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 6:34 p.m. by Mayor Dietz.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Oath of Office
Ms. Allard administered the Oath of Office for Councilmembers Christianson and
Wagner, and Mayor Dietz.
4. Consider January 7, 2019, Agenda
Moved by Councilmember Wagner and seconded by Councilmember Ovall to
approve the January 7, 2019, agenda. Motion carried 5-0.
5. Consider Consent Agenda
Item 5.6 was removed from the consent agenda.
Moved by Councilmember Westgaard and seconded by Councilmember
Wagner to approve the following consent agenda:
5.1 December 17, 2018 Minutes
5.2 Check register, check numbers 9965- 9967 and 108862-109056 as
outlined in the staff report.
5.3 Appoint Mayor John Dietz and Finance Director Lori Ziemer to the
Fire Relief Association board with term expiration of December 31,
2019.
5.4 Designate City of Elk River website, elkrivermn.gov as alternative
method of publication for transportation projects.

5.5 Designate Star News as official newspaper for legal notices.
5.7 Resolution 19-01 acknowledging contributions (Dawn Schaffer)
5.8 Purchase of 2019 Mack tandem axel plow truck with Towmaster
equipment.
5.9 Contract 19-01 Joint Powers Agreement establishing authority of the
Elk River City Attorney's office.
5.10 2019 Street Improvement Preliminary Engineering Report and increase
of $41,820 in professional service for changes to consultant's project
scope.
5.11 Amend Resolution 18-72 adopting the 2019 Compensation Plan for
non -organized employees.
5.12 Purchase of online permit software CitizenServe in the amount of
$80,000.
5.13 Contract 19-02 Waste and Disposal Agreement with Waste
Management — Elk River Landfill.
Motion carried 5-0.
5.6 Resolution to Designate Official Depositories and Delegate Authority
for Electronic Funds Transfers
Moved by Councihnember Wagner and seconded by Councilmember
Westgaard to adopt Resolution 19-02 designating depositories of city funds
and delegating authority for electronic funds transfers. Motion carried 4-0.
Councihnember Ovall abstained due to conflict of interest.
6. Open Forum
Dave Burandt, 19118 Tyler Street, stated there is a curve at Xavier and Tyler Street
on 193rd Avenue that slopes the wrong way and cars slide off the road during
inclement weather. He further noted water drainage issue and requested the city
engineer review the issue.
Council referred the matter to staff.
7.1 Introduction of New Employee
Mr. Femrite introduced Engineering Technician 2, Ryan Sandhoeffner.
Mr. Sandhoeffner stated he is excited to work in Elk River and he reviewed his
background.
Council welcomed Mr. Sandhoeffner to the city.

9.1 Appoint Acting Mayor

Moved by Councilmember Christianson and seconded by Councilmember
Wagner to appoint Councihmember Westgaard as acting mayor for 2019.
Motion carried 5-0.
9.2 Cable Monitor
Ms. Allard presented the staff report.
Moved by Councilmember Westgaard and seconded by Councihnember Ovall
to appoint Councilmember Christianson as cable monitor with term
expiration December 31, 2022. Motion carried 5-0.

9.5 Call Closed Meeting for Labor Negotiation Strategy, MRI' Statute
13D.03, Subd. I(b)
Moved by Councilmember Westgaard and seconded by Councihnember
Christianson to call a closed meeting for Monday, January 7, 2019, at 6:45
p.m., at Elk River City Hall to discuss labor negotiation strategies for LELS
231, LELS 271, and IOUE Local 49, pursuant to MN Statute §13D.03, Sub.
1(b). Motion carried 5-0.
9.6 Organics Recycling Program Update
Ms. Bednar presented the staff report.
There was discussion on drop-off location options, transporting the material, and
costs.
Moved by Councihnember Christianson and seconded by Councihnember
Westgaard to set up dumpsters at two locations and cover the cost of the blue
bags for participants in the organics program. Motion carried 5-0.
9.7 Discuss Work Session Items
No changes were made from the staff report.
10. Council Liaison Updates
Council provided updated on the activities of the various boards and commissions
which are documented within the respective minutes of each board.
11. Works Session
There were no work session items.
12. Adjournment
There being no further business, Mayor Dietz adjourned the meeting of the Elk
River City Council at 7:01 p.m.
