Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:00 p.m. by Chair Peterson. 2. Consider June 12. 2002. THE MOTION CARRIED 7-0. 3. Consider Minutes of May 8. 2002. Park & Recreation Commission Meeting Minutes COMMISSIONER KUESTER MOVED TO APPROVE THE MAY 8, 2002, PARK AND RECREATION COMMISSION MEETING MINUTES. COMMISSIONER ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 4. Park & Recreation Commissioner to Attend June Planning Commission and City Council Meetings a. 06/17/02 City Council Meeting Commissioner Kuester will attend the June 17, 2002, City Council meeting. b. 06/25/02 Planning Commission Meeting Commissioner Briggs will attend the June 25, 2002, Planning Commission meeting. e Park & Recreation Commission Minutes June 12, 2002 Page 2 e 5. Open Mike No one appeared for Open Mike. 6. Neighborhood Meetings/Discussions None. 7. Park Development Progress Report: T eny Bye Teny Bye, Park Foreman, stated that the Parks Department has been removing trees from the Gty Hall property and transplanting them to Rivetplace Park. The trees must be moved in order to make room for the Gty Hall expansion. T eny also stated that the Parks Department has spent about 1500 hours in the parks so far this year. Many of those hours were spent working on new bleachers for YAC and Orono Athletic Complexes. The disc golf is staked out in Lions Park. The baskets may be installed early next week. 8. City Recreation Update: Michele Bergh Michele Bergh, Gty Recreation Manager, stated that Safety Camp was a huge success. e The Recreation Department has over 1500 registrations for summer programs so far. This number is approximately 50% higher than last year for Elk River programs. Michele Bergh handed out revisions to the Facility Use Application. She would like direction on the park use fees and when people should be charged for the use of parks. The Commission is asked to review this and it will be discussed at the July meeting. Michele also handed out a revised Lions Park Center Policy. She asked that the Commission review the policy and get back to her in a few days with their opinions. Michele noted that the intention of this revised policy is to help the building be used for the intended purposes. 9A.1. Presentation of Wright County Parks The representative from Wright County Parks was unable to attend the meeting due to illness. 9.A.2. YMCA Presentation: Chad Lanners Chad Lanners, representing the YMCA, was in attendance to give a brief presentation on the YMCA to the Commission. Mr. Lanners stated that he has spent the last year working on a Gty partnership with the YMCA as well as trying to get local businesses to help the YMCA come to Elk River. There are about 20 businesses now willing to help with the YMCA project. Mr. Lanners also stated that the YMCA has kicked off some programs in the Emporium for the summer. e The Commission viewed a short video on what the YMCA is and what they do. It explained how they help communities and families. Park & Recreation Commission Minutes June 12, 2002 Page 3 e Mr. Lanners stated that he was very pleased with the turnout of the family night event that was held jointly with City Recreation and with the YMCA. He estimated that about 200-300 people attended. The Commission asked Mr. Lanners about how the YMCA programs fees work Mr. Lanners explained that approximately 50% of there programs are fee based and the other 50% are membership based. Michele McPherson suggested that Mr. Lanners return on a regular basis to give the Park and Recreation Commission updates on the YMCA.. The Commission agreed. 9.B.1. Preliminary Plat - Birchview Addition. Case No. P 02-12 Ms. McPherson reviewed the proposal to replat approximately 17 acres into six buildable parcels. The subject property is located at 207th Avenue, east of County Road 33 and is zoned Ria, Rural Residential (2 ~ acre minimum). An earth home currently exists on the property with the remainder of the land consisting of open space, a large Type 3 Wetland complex, and wood~d areas. A small street (207th Avenue) will be constructed to serve the five vacant buildable sites. The parcel is outside of any park service areas; therefore, staff recommends the Commission recommend cash dedication in lieu of land for this parcel. e COMMISSIONER DEWALL MOVED TO ACCEPT CASH DEDICATION AS RECOMMENDED BY STAFF. COMMISSIONER ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 9.C.1. Park/T rail Development Issues: Orono Park Master Plan Update Chris Leeseberg, City/Park Planner, presented the Commission with a modified version of the Orono Park Master Plan that was presented to the Commission last month. The only major change was that the central parkway was removed. COMMISSIONER KUESTER MOVED TO APPROVE THE ORONO PARK CONCEPT PIAN AS PRESENTED. COMMISSIONER BRIGGS SECONDED THE MOTION. Other Business Commissioner Kuester and Michele McPherson gave an update on the Comprehensive Plan Task Force activities to date. 14.
