The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

set forth in Section 30-654 and the requirements contained in this article and to promote compatibility
with and minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city.
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or
the public health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city.
The church has operated for 28 years and the city has not received any complaints regarding the
use. The proposed expansion will add supportive functions such as, but not limited to, classrooms,
fellowship, and restrooms. It will not endanger, injure or detrimentally affect the use and
enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort,
convenience, or general welfare of the neighborhood or the city.
Staff does not see a need to impose specific conditions to satisfy this standard.
2. Will be consistent with the comprehensive plan.
The comprehensive plan guides the property for residential uses, which in turn allow institutional
uses. The use will be consistent with the comprehensive plan.

3. Will not impede the normal and orderly development and improvement of surrounding vacant property.
With the exception of the city-owned parcel to the east, which is mostly wetland, the surrounding

4. Will be served adequately by and will not adversely affect essential public facilities and services including streets,
police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in

5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental

Description of Project Narrative
Abiding Savior Lutheran Church is seeking approval to build a 3110 square foot addition
and retrofit the existing space with a fire sprinkler system. The added classroom and
multipurpose space will allow the Church to grow as well as opening its doors to host
more community events. The space will also provide the congregation with a more
functional space to gather following service. The addition of the fire sprinkler and
associated remodel will bring the Church into compliance and improve the life safety of
the building. In fitting with the comprehensive plan, it will help to create and maintain a
strong neighborhood and keep it safe.
The building would be used primarily on Sunday mornings from approximately 8 am to
1 pm. The building is also used on Wednesday nights for confirmation class and choir
practice. Office hours for Pastor and the Church administrator are weekdays from 8 am
to 5 pm.
To accommodate current and future expected growth, an additional 48 parking spots
will be added to the existing 51 spot parking lot. This will meet, and exceed, the Citys
required number of spots and allow for 4 accessible spots to be centrally located at the
entrances.
The exterior materials will be EIFS with a second color of EIFS banding to provide
architectural and visual interest. There will be brick veneer to match the existing
building at the entrance and the roof will be an EPDM membrane. Although there are
no specific requirements for the R1c district, these materials do meet design standards
for other districts.
Abiding Savior Lutheran Church would also like to remove their existing signage and
build a new sign in a more visible location. They are seeking approval for a lit ninety-six
square foot sign that can be seen by Elk Lake Rd. With the limited access to the site, it is
important to achieve visibility where possible.
There is no additional outdoor storage being added and no modification being made to
their existing garage.
Overall Abiding Savior Lutheran Church is seeking the ability to grow as well as to allow
improved safety and community involvement.

1. Parking lot and building expansion locations are not problematic however the
northeast stormwater basin appears to be within the wetland that extends east off the
property. No wetland delineation is on record and one will be required to determine location
and potential impacts as a result of the stormwater pond in this location. Wetland
delineations can be completed during the growing season.
