1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:35 p.m. by Chair Peterson.

Consider June 9. 2004 Parks & Recreation Commission Agenda
Director of Planning, Michele McPherson removed 9 A.1. "Oak Savannah Eagle Scout
Update" from the Agenda. Commissioner Nystrom added Sherburne County Corridors
under Other Business. Commissioner Niziolek added Ditch 31 Update under Other
Business.

7. Park Development Progress Report - Teny Bye
Park Foreman, T eny Bye shared pictures that showed the Youth Athletic Complex fields
five and six with players pad and benches installed.
Mr. Bye also stated that the sidewalk at the Barn has been poured.
Mr. Bye shared pictures of the Lions Park Center parking lot and trails that have been
finished. Mr. Bye stated that the center islands and striping have been completed in the
parking lot and the pads for the portable toilets have been poured.
Mr. Bye stated that they are waiting for nice weather to pave the basketball court at
Highlands West Park. Mr. Bye also shared they will be repaving the basketball court in
Lions and Ridgewood East Parks.
Mr. Bye shared they are busy with maintenance on the fields and mowing with all the rain
that we have had.
8.
City Recreation Update - Michele Bergh
Recreation Manager, Michele Bergh shared that the First Annual Community Garage Sale
had 84 homes participating and eight children participating in the Kid's Garage Sale at Lions
Park Center the same day. Ms. Bergh stated that they plan on running this event on an
annual basis.
Ms. Bergh stated that the Skate Park is complete and is busy just about every day.
Ms. Bergh shared that the remodeling at Lions Park Center will be complete the week of
June 14th.
Ms. Bergh stated that the department had a coloring contest in conjunction with the
Summer Kickoff event. Ms. Bergh shared that the kick off event was a success; in spite of
the r:aID 200-250 people attended. The lion is now named "Leo" thanks to the children's
nammg contest.
Ms. Bergh stated that the 7th Annual Ice Show was held on May 14 and 15th at the Arena.
The theme for the show this year was "Wizard of Oz".
Ms. Bergh shared that the end of the year concert bash at the bandshell had 200-250
students attend on May 28th. Ms. Bergh stated that ten bands signed up to play.
Ms. Bergh stated that Safety Camp had 102 children participate and everything ran smoothly.
This year Minnesota Bound and Radio Disney participated in the Safety Camp.

Director of Planning, Michele McPherson presented to the Commission the prelimiruuy plat
for River Park, a 700-unit mixed residential development that was discussed at the May
Commission meeting.
Ms. McPherson stated that she had forwarded the Commission's comments from the May
meeting, requesting that the applicant eliminate the five residential dwellings from Park Area
# 2 and also eliminate the detention pond located in Park Area # 1. In addition, Ms.
McPherson shared information regarding the type of trees located in the wooded area on the
site. The applicant's consultant has identified oak and bitternut hickory on the site, although
the northerly portion of the wooded area has a small oak wilt infestation with prickly ash and
buckthorn in the understory. Ms. McPherson stated that a portion of the trees are in good
condition and have predominantly native woodland flowers underneath.
Ms. McPherson was looking for direction regarding park dedication for the plat.
Commissioner Anderson and Kuester agreed that they need to go out on a tour of the site.
After the discussion, the Commission would like to maintain the park areas that they
previously identified, with Park Area # 1 consisting of 4.5 to 5 acres, and park Area # 2 five
acres in size. The Commission would look at the grading plans on the slopes and utilize
oudots as connections. The Commission would like to schedule a tour of the land.
9.B.2.
Consider Park Dedication P 04-11 - Carson Business Park
Director of Planning, Michele McPherson stated that the parcel located at the southwest
comer of Highway 169 and Main Street is proposed to be subdivided. The property is
predominantly vacant; however there is an existing structure on it that was previously Dr.
Johnson's Chiropractic office. Also located on the site is a wedand and a billboard. The
applicant is proposing to create two lots within the plat; one for a detention pond and
relocation of the billboard; the second for two multi-tenant commercial buildings.
There are no park target areas adjacent to or within the vicinity of the subject parcel. Staff
recommends cash dedication of $4,500 per acre for a total of $47,385 (2004 rate).

9.B.3. Consider Park Dedication. Administrative Subdivision P04-12 Robert Bonin
Director of Planning, Michele McPherson stated the subject property is comprised of 40
acres. Located on the property is a portion of County Ditch #1, a large wedand complex
and trees. Ms. McPherson shared that this site is currendy vacant. Ms. McPherson stated
that the applicant is proposing to create a 10-acre parcel in order to create a buildable lot.
The applicant has submitted a simple plat that is dedicating the appropriate amount of right-
of-way as required by the City and the County.

This site is outside of any park target area, and is too small for the Commission to consider
land for a park dedication purposes. Staff therefore suggests that cash for one lot be
collected for park dedication.
Commission Niziolek shared that he would like to see something added to the plat to
protect the Blandin Turtle habitat.

9.C.1. Approve Park Development Standard Operating Procedures
Director of Planning, Michele McPherson presented to the Commission the updated list for
the Park Development Standard Operating Procedures.
Commissioner Paige suggested for Number Five to use the word "immediate" in both
places.

9.C.2. Approve Big Tooth Ridge Park Development Plan
Planner/Park Planner, Chris Leeseberg presented the plan for the development of Big
Tooth Ridge Park. The plan showed a paved trail following the existing path through the
park out to 196m Court. A small section of the path consists of a wood chip trail with a
hand rail running along one side. Mr. Leeseberg presented four options to the Commission
for the development of Big Tooth Ridge Park.

Contractor digs hole to bury wood debris and generates enough dirt to fill hole at 'Y' and
level trail to west of 'Y'.

Commissioner Anderson suggested something other than woodchips for the steep part of
the trail, maybe consider using green growth vegetation. Commissioner Anderson also
suggested seeding the bottom of the hill with perennial rye.
Park Foreman, Terry Bye suggested building a culvert so water can cross the trail at the base
of the hill. Mr. Bye also suggested short grass prairie for gravel area along trail in backyards.
The Commission selected Option 3 for the clean up and development of the park.

McPherson shared that the Council hired the new Parks and Recreation Director and he
begins on July 19th.

B. Commissioner Nystrom gave an update on the Sherburne County Wildlife Corridors
meeting that both he and Commissioner Niziolek attended.
C. Director of Planning, Michele McPherson gave an update on the Ditch 31 project and
was waiting to get additional information from Building and Environmental
Administrator, Steve Rohlf.
