1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 5:30 p.m. by Chair Anderson.
1a. Introductions
Candance Amberg and Eva Kelly of WSB & Associates introduced themselves along with
the committee members.
2. Project Roles & Responsibilities
Discussed roles and responsibilities of City of Elk River, WSB, and design committee
3. Project overview/Tentative Schedule
Ms. Amberg explained that April 1 and 15, 2019 are dates approval for construction is due.
Ms. Amberg stated the committee needs to figure out schematic designs, what goes where,
and how things correlate to each other. This will lead to design development which shows
the sketches of what will be used in the design.
Commissioner Rathbun asked if City Council needs to approve documents.
Mr. Hecker shared that the Parks & Recreation Commission will need to recommend to City
Council and then City Council will do final approval.
4. Design Discussion
Committee members discussed what site features they would like.
1. Interactive waterfall
2. Elevation changes
3. Sand/Mud play area
4. Climbing slopes/hill
5. Sensory elements
6. Scavenger hunt built into the elements
7. Grass hill for rolling down
8. Open Space for running with a ball or other games
9. Tree climbing
10. Quiet places
Committee members also shared they would like to use the natural items from park such as,
frogs, turtles, prairie, stream, berries (native edibles).
Regular ticks and deer ticks are an issue and how to get rid of them.
Chair Anderson stated that using in kind donations and labor throughout process would
help save on costs.
There being no further business Chair Anderson adjourned the meeting of the Woodland
Trails Regional Park Grant Committee meeting at 6:25 p.m.
