1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:37 p.m. by Chair Peterson.
2.
Consider October 13, 2004 Parks & Recreation Commission Agenda
Commissioner Nystrom added Ditch 31 update under Other Business.
Parks and Recreation Director, Bill Maertz added major park use for Woodlands Fellowship
Church under 8.3.
Commissioner Niziolek added County Road 33 and Proctor to Other Business.

5. Open Mike
Debbie Chanthanuorvaong of 10648 184th Ave Elk River, MN 55330 shared her concerns
about there being no trail to the Trott Brook park. Ms. Chanthanourvaong is concerned
about children walking to the park with all the traffic. Ms. Chanthanourvaong also asked
when the trail is planned to be completed and when they will be finishing the park with a
baseball, soccer field and possibly a tennis court.
Commission shared that they can look at a temporary solution for the trail for fall by
mowing and removing the brush.
6. Recreation Manager's Report
Director of Parks and Recreation, Bill Maertz shared with the Commission Recreation
Manager's, Michele Bergh staff report.
Mr. Maertz stated that online registration is going very well and that the office is no longer
accepting phone in registrations.
Mr. Maertz also stated that they reserved a total of 522 hours of use for city facilities.
7.
Director's Report - Bill Maertz
Director of Parks and Recreation, Bill Maertz shared with the Commission that he found
that the city did use the approximately $30,000 RELEAF 2004 Grant for projects from
private property owners. Mr. Maertz stated that he would like to see the approximately
$30,000 RELEAF 2005 Grant go to managing hazardous trees.
Commissioner Kuester shared that last year the Lafayette park site was a possible
suppression site.
Mr. Maertz stated that they planted flowers, added benches and hung up light pole banners
to finish the landscaping at Lions Park Center.
Mr. Maertz shared that they resurfaced and striped the basketball court, added curb and
gutters, placed benches and planted trees out at Highlands West Park.
Mr. Maertz shared information about the Metro Wildlife Corridors meeting for Sherburne
County. Mr. Maertz stated that they would be working with the Tiller Corporation to
establish a price for the Top of the World addition and apply for a 50% matching grant to
buy property.
Mr. Maertz stated that he would be meeting with the Sherburne County Planner on October
19,2004 to start looking at potential sites for a Sherburne County Regional Park.

Mr. Maertz shared that there was an article in the Star News about the Rain Garden at Lake
Orono and that he is still working on getting a cost for the project.
Mr. Maertz shared that the draft 10-year CIP budget is 2.4 million dollars and focuses on
replacing aging structures and developing existing parkland. Mr. Maertz stated the land
acquisition potential costs are 8-10 million dollars.
8.1. Community Events: 3rd Annual Family Fright Night
Director of Parks and Recreation, Bill Maertz shared with the Commission that they are still
in need of volunteers for the Family Fright Night.
Commissioner Polston-Hork shared that her family will be volunteering again this year.
Commissioner Polston-Hork stated that there is a meeting on Tuesday, October 19, 2004 at
lpm held at Lions Park Center for anyone interested in volunteering.
8.2 Case No. AS 04-20 -Bluff Block
Commission discussed the developers request for park dedication for Outlot A of the Bluff
Block.
Commissioner Niziolek would like to see a place to park bikes and go to the establishments.

COMMISSIONER POLSTON-HORK TO ACCEPT THE STAFF
RECOMMENDATION TO RECOMMEND TO THE CITY COUNCIL CASH
DEDICATION FOR THE PRELIMINARY PLAT OF BLUFF BLOCK.
MOTION CARRIED 6-0.
8.3.
Maior Park Use - Woodlands Fellowship Church
Director of Parks and Recreation, Bill Maertz shared with the Commission a request from
Woodlands Fellowship Church for the use of Lions Park for a church fall festival on
October 31, 2004. The fall festival will have a petting zoo, tractor pulled hayrides, and they
are expecting up to 500 people attending.
Commissioner Polston-Hork shared that she was concerned about having a tractor pulling
the hayride since they do not allow motorized vehicles on the trail.
Commissioner Nystrom asked if they could use horses to pull the hayride.
Commission directed Mr. Maertz to contact the group and encourage them not to use a
tractor to pull the hayrides.
8.4.A. Skatepark
Director of Parks and Recreation, Bill Maertz shared with the Commission that Recreation
Manager Michele Bergh attended a skatepark meeting in the Cities discussing issues with
skateparks. Mr. Maertz shared that other cities have found that fences do not prevent
problems with the park. Mr. Maertz shared that a staff person who works with the kids at
the park would provide positive reinforcement.

8.4.B. Natural Resources Inventory Draft Report
Lisa Gould provided an update on the Natural Resources Inventory Draft Report.
Each Commissioner received a copy of the Natural Resources Inventory Draft Report to
reView.
Commissioners requested that Mr. Maertz set up a workshop with the City Council and
Planning Commission to present the Natural Resources Inventory Draft Report.
City Council Member, Dan T viete suggested putting the information on the city website to
have available to the public.
9.1A Jackson Street Villas, Case No. P 04-06
Planner/Park Planner, Chris Leeseberg shared with the Commission that park dedication for
the Jackson Street Villas has already been taken care of with the original park dedication fees
of Lions Park.
Director of Parks and Recreation, Bill Maertz shared with the Commission that as part of
the developers potential Planned Unit Development they might plant trees in Lions Park.
9.2.
Park/Trail Developments
A. 2005 Park CIP Prioritizing
Director of Parks and Recreation, Bill Maertz shared with the Commission the 2005
Parks Capital Improvement plan. Mr. Maertz set up a work session for November 3,
2004 with the Commission.

Commissioner Nystom provided an update on the Ditch 31 clean up.
Commissioner Niziolek shared with the Commission that he would like to have as a future
agenda item the Capital Improvement Plan for County Road 33 and Proctor.
