1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:35 p.m. by Vice-Chair Polston-Hork.
2. Consider November 10. 2004 Parks & Recreation Commission Agenda
Parks and Recreation Director, Bill Maertz added 2005 park dedication fees increases under
8.3A. and concept designs for three neighborhood parks under 9.2.B.

ANDERSON TO APPROVE THE NOVEMBER 10,2004 PARKS &
RECREATION COMMISSION AGENDA. MOTION CARRIED 6-0.

Recreation Manager's Report
Director of Parks and Recreation, Bill Maertz stated that the third Annual Fright Night went
very well and was a huge success. Mr. Maertz stated that Kathy LeGare did a great job of
organizing the event. Mr. Maertz shared that there were over a hundred volunteers and over
500 participants. Mr. Maertz stated that they might look into having heated tents next year.
Commission Anderson commented on how clean the park was after the event.
7. Director's Report - Bill Maertz
Director of Parks and Recreation, Bill Maertz shared with the Commission the revised sign
for the Woodlands Trails Park and that he is working with the Eagle Scouts on the project.
Mr. Maertz stated that a second hockey rink would be located down at Handke Stadium and
will be scheduled through the Elk River Parks and Recreation office for hockey practices.
Mr. Maertz also stated that they are working on improving the lighting down at the stadium.
Mr. Maertz shared that there has been surveying done and park boundary signs have been
placed.
Mr. Maertz stated that TRSA tentatively agreed to donate $50,000 - $10,000 over the course
of five years for a soccer field collaboration out at the Youth Athletic Complex. Mr. Maertz
also stated that the Elk River Youth Football Association is tentatively looking at giving
$4,000 a year, over five years, for the field.

Community Events: third Annual Family Fright Night Review
Director of Parks and Recreation Bill Maertz discussed this event during the Recreation
Manager's report.
8.2A. Case No. AS 04-23 - Sunrise Park
Vance Zehringer from Habitat for Humanity presented to the Commission a proposal
asking to waive the park dedication fee for one lot.
MOVED BY COMMISSIONER NYSTROM AND SECONDED BY
COMMISSIONER ANDERSON TO RECOMMEND TO THE CITY COUNCIL
WAIVING THE DEDICATION FEE FOR ONE LOT. MOTION CARRIED 6-0.
8.2.B. Case No. P 04-24 - Tipton Woods
Commission discussed a request for a Simple Plat for Tipton Woods.

COMMISSIONER NIZIOLEK TO ACCEPT THE STAFF
RECOMMENDATION TO RECOMMEND TO THE CITY COUNCIL CASH

. 8.3.A. 2005 Park Dedication Fees
Director of Parks and Recreation, Bill Maertz shared with the Commission proposed park
dedication fees for 2005.

8AA. Orono Park Rain Garden
Director of Parks and Recreation, Bill Maertz gave the Commission an update on the Orono
Park Rain Garden. Mr. Maertz shared that through discussions the best option would be to
install a swale that would begin at the top of the boat ramp and extend northeast toward the
low area along the shoreline.
Commissioner Anderson recommended they plant prairie grass where the City currently
mows.

9.1.A. River Park Development
Planner/Park Planner, Chris Leeseberg presented to the Commission an update regarding
River Park Development.
MOVED BY CHAIR PETERSON AND SECONDED BY COMMISSIONER
NYSTROM TO RECOMMEND TO THE CITY COUNCIL TO ACCEPT LAND
AND CASH DEDICATION BASED ON THE LAND THAT IS DEVELOPED
AFTER THE SCHOOL DISTRICT PROPERTY HAS BEEN DONATED.
WITHIN THAT PARK DEDICATION, THE COMMISSION IS ASKING FOR
THE SOUTH PARK AT APPOXIMENTL Y FIVE ACRES WITH THE
REMOVAL OF FOUR LOTS. THE COMMISSION IS ALSO ASKING FOR 11
ACRES OF WOODS TO MAKE A TOTAL OF 16 ACRES WITH A MINIMUM OF
A 40-FOOT TRAIL CORRIDOR THAT CONNECTS FROM THE SOUTH
PARK, AROUND THE WETLAND TO THE 11 ACRES OF WOODS AND
FOLLOWING UP TO THE SCHOOL DISTRICT DONATED PROPERTY
WITH CREDIT FOR THE TRAIL. THE BALANCE OF PARK DEDICATION
WILL BE CASH BASED ON THE NUMBER OF UNIT DENSITY IN THE
FINAL PLAT. MOTION CARRIED 7-0.
9.2A. Park/Trail Developments - Highlands West
.
Director of Parks and Recreation, Bill Maertz shared with the Commission the developers
request to enlarge the size of the drainage pond on Highlands West. Staff has requested the
developer to stake the construction limits of the enlarged pond so that they can assess the
impact to the park property.

Director of Parks and Recreation, Bill Maertz shared with the Commission preliminary plans
for Windsor Park, Kliever Pointe, and West Oaks.

Commissioner Polston-Hork provided an update on the October 18, 2004 Gty Council
meeting.
10.2. Update on October 26. 2004 Planning Commission Meeting
Commissioner Kuester provided an update on the October 26, 2004 Planning Commission
