Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:35 p.m. by Vice Chair Polston-Hork. 2. Consider January 12 2004 Parks & Recreation Commission Agenda Parks and Recreation Director, Bill Maertz requested to add item 8.3. Sherburne County has asked for a letter of support for their grant proposal to make improvements to the Great Northern Trail. In addition, 8.4A Land Acquisition, move to workshop session. Commissioner Anderson added he would like a discussion on the Woodlands Trails ski trail pass 8.4B. MOVED BY COMMISSIONER ANDERSON AND SECONDED BY COMMISSIONER POLSTON-HORK TO APPROVE THE JANUARY 12, 2005 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 5-0. Consider Minutes of December 8 2004 Parks & Recreation Commission Meetine MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER NYSTROM TO APPROVE THE DECEMBER 8, 2004 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 5-0. Commissioner Kuester amves. 4. Parks & Recreation Commissioner to Attend T. January 25, 2005 Planning Commission Meetin a. January 18, 2005 Cites Council Meeting Commissioner Anderson will attend the January 18, 2005 City Council Meeting. b. Tanuar~25, 2005 Planning Commission Meeting Commissioner Nystrom will attend the January 25, 2005 Planning Commission Meeting. . . . 5. Open Mike No one appeared for this item. 6. Recreation Manager's Report Director of Parks and Recreation, Bill Maertz presented to the Commission a memo from Recreation Manager, Michele Bergh stating there were 239 hours of facility use for the month of December. Mr. Maertz stated that the Handke ice rinks are reserved every day for hockey practices. Mr. Maertz shared that the Wellness Committee will be completing their planning for 2005. Topics for these events include Relay for Life, Red Cross Blood Drive, Healthy Lving Challenge and more. 7. Director's Report - Bill Maertz Director of Parks and Recreation, Bill Maertz shared with the Commission that as requested in the December meeting, we are going to schedule a workshop session on the Natural Resources Inventory and staff was looking for some direction. Mr. Maertz also stated that the lights for the Handke Stadium that were approved in the 2005 budget, were put up immediately and has increased skating dramatically. Mr. Maertz share that oak wilt abatement at Woodland Trails and Windsor Park has begun and that over 100 trees have been removed. Crews are currently working on the 200 trees at Windsor Park, and have received a burning permit to bum small brush on site. Mr. Maertz stated that Lions Park has been adopted by a High School group. They will be working to pick up, clean up and possibly raising funds for improvements. Mr. Maertz shared that the 2005 Capital Improvements Budget that was approved in the December meeting. The first thing that went in was the lights at Handke. Chair Peterson arrives. 8.1. Community Events: Cabin Fever Update Director of Parks and Recreation, Bill Maertz shared with the Commission that the 3rd Annual Cabin Fever Day has 15 businesses that have committed so far and 19 home based businesses participating at Lions Park Center. The addition of having a place for home based businesses to participate is new this year. The participating businesses also are offering free services or products for people to learn about their businesses. It is a good way for people to get out and see what kind of businesses the city has to offer. 8.2. Land Use Cases - None 8.3. Policy Issues . Director of Parks and Recreation, Bill Maertz shared with the Commission that Sherburne County is asking for a letter of support saying that the Parks and Recreation Commission supports this grant and looks forward to the day when you can ride a bike from Elk River to Princeton on a paved traiL MOVED BY COMMISSIONER ANDERSON AND SECONDED BY COMMISSIONER NYSTROM TO APPROVE SENDING THE LETTER OF SUPPORT. MOTION CARRIED 7-0 8.4.A. Land Acquisition Prioritizing Director of Parks and Recreation, Bill Maertz and Commissioner Andersen spoke of the Woodland Trail ski pass for non-residents. It was decided that the passes would be obsolete since there wasn't enough snow and that we would wait until next year. Mr. Maertz clarified that a pass is not required this year for non-residents. Next year the policy can be revisited. 9.1. Land Use Cases - None 9.2.A. Concept Design - Rivers Edge Commons Planner/Park Planner, Chris Leesberg shared the concept design for Rivers Edge Commons. 10.1. Update December 20.2004 City Council Meeting . Commissioner Paige provided an update on the December 20, 2004 City Council Meeting. 10.2. Update on December 28.2004 Planning Commission Meeting There were no park related items on the agenda. 11.
