1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission
was called to order at 6:35 p.m. by Chair Peterson.

RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 5-0.
4. Parks & Recreation Commissioner to Attend February 23. 2005 Planning Commission and
Februaty 22. 2005 City Council Meetings

Recreation Manager's Report - Bill Maertz
Director of Parks and Recreation, Bill Maertz presented to the Commission that the Parks and
Recreation Department scheduled approximately 185 hours of facility use in J anUaty. 56 of this was at

Lions Park Center, 6 hours was at the Barn, 52 hours took place at the Handke East Hockey Rink, and
the remainder occurred at various other city facilities

Director's Report - Bill Maertz
None.
8.1 Community Events: Cabin Fever
Director of Parks and Recreation, Bill Maertz shared there were 20 vendors at Lions Park Center and 63
people signed up for the drawing. Over 100 people attended and signed in. This event also took place
at the Senior Center and various other businesses. The businesses were to give away free products or
services which is designed to get people out into the community and local businesses during a cold
weekend. It was seen as success especially at the Senior Center where 100 people attended and had a
free meal.

8.3 Policy Issues
8.3A. Natural Resources Inventory Implementation
Director of Parks and Recreation, Bill Maertz shared with the Commission general views on the Natural
Resources inventory as an invaluable tool to identify and preserve future parkland, green spaces and
trail connections to be added to the Elk River parks and trails system.
Bill Maertz shared the letter from the City Attorney regarding the Transfer of Development Rights,
stating it is legal. The issues are the potential of allowing more density, and the administrative burden
that needs to be considered.
Chair Peterson made the motion that the Planning Commission request that the City Council form a
joint taskforce.

KUESTER TO RECOMMEND TO CITY COUNCIL THE FORMATION OF JOINT TASK
FORCE COMPRISED OF PARKS AND RECREATION COMMISSION MEMBERS,
PLANNING COMMISSION MEMBERS AND A COUNCIL MEMBER. MOTION
CARRIED 5-0
8.4. Discussion Items
8.4A Elk River Country Gub
Director of Parks and Recreation, Bill Maertz stated that there has been a proposal from a
private party to develop part of the Elk River Country Gub along County Road 1, and move
some holes to the east side of the course.

9. LA. River Park school site
Director of Parks and Recreation, Bill Maertz stated that Elk River School District has submitted
preliminary plans for the elementary school in the River Park Subdivision. Mr. Maertz proposed that
staff explore the option of working with the school to add a skating warming house to the school site.

Commissioner Peterson provided an update on the January 18, 2005 City Council meeting that Council
approved for hiring of a new Parks and Recreation Coordinator position.

Commissioner Nystrom provided an update on the January 25,2005 Planning Commission Meeting.
