SPECIAL MEETING OF THE ELK RIVER
PARK AND RECREATION COMMISSION
HELD AT LIONS PARK CENTER
WEDNESDAY, JANUARY 24, 2005

1. Call Meeting To Order
Chair Peterson called the meeting to order at 5:30 p.m.
2. Consider January 24.2005 Parks and Recreation Commission Agenda
MOVED BY COMMISSIONER POLSTON-HORK AND SECONDED BY
COMMISSIONER NYSTROM TO APPROVE THE JANUARY 24, 2005
AGENDA. MOTION CARRIED 6-0.

Discussion of Natural Resources Inventory Preservation
Commissioners discussed methods of preserving open space and natural resources identified
in the Natural Resources Inventory. Commissioner Nziolek stated that the transfer of
development rights should be an important method of preserving natural resources.
Commissioner Anderson stated that a panel of experts should be brought in to provide
insight on strategies for implementing land preservation. Commissioner Anderson stated
that cluster developments would be one way to preserve natural resources.
Chair Peterson stated that whatever methods are used, it will have to make economic sense
for the landowners or there will be no cooperation. Commissioner Kuester stated that the
Parks and Recreation Commission should develop a process that would keep this subject
moving forward.
Council Liaison Gumphrey stated that the Parks and Recreation Commission should move
forward with the idea of forming a task force and the Council would take it into
consideration.

There being no further business, the meeting adjourned at 8:00 p.m.
