ERMU Policy Book
BACKGROUND:
The Elk River Municipal Utilities policy book has grown significantly over the years and is in need of
reorganization. The structure of the book has not been addressed in decades and is not optimal at this
point, especially given the large size.
DISCUSSION:
To give the book more structure, staff has gone through every document and split them into two books:
Policy or Procedure. Given the high use of technology, staff would like to make all of the policies
electronic and put in a central place so any employee or commissioner would have access to the same,
and most updated, documents.
Attached is a draft of the original policy book's table of contents and what book each document would
move to within the new structure. Staff will continue to work through each document and with Peter
Beck's counsel, finalize each book's Table of Contents. This will be brought back to the Commission at a
later date.
