SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION
HELD AT ELK RIVER CITY HALL - TRAINING ROOM

1 . Call Meetinq To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning
Commission was called to order at 6:30 p.m. by Chair Cote.

Consider 5111/99 Planning Commission Aqenda
COMMISSIONER THOMPSON MOVED TO APPROVE THE MAY 11, 1999, PLANNING
COMMISSION AGENDA. COMMISSIONER CHAMBERS SECONDED THE MOTION.
THE MOTION CARRIED 5-0.

Consider 4113/99 Planninq Commission Minutes
COMMISSIONER THOMPSON MOVED TO APPROVE THE APRIL 13, 1999, MINUTES.
COMMISSIONER MORRIS SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4. Request bv Gopher State for Conditional Use Permit, Public Hearin~ Case No.
CU 99-10
Staff report by Steve Wensman. Gopher State Mini-Storage has requested a
conditional use permit to construct an additional mini-storage buildings in the 11
zoning district. Steve reviewed the site plan with the Commissioners, stating that
the new plan meets the concerns of the fire department and police
department. He noted that the pole sign will be moved because of the parking
lot changes. Steve indicated that he is satisfied with the landscape plan.
Gary Daily of Daily Engineering, representing the applicant, reviewed the
recently revised plans and explained the changes to the grading plan. The
Commissioners and staff discussed the pond and retaining wall, which were
proposed. Steve indicated that the city engineer will review the revised plans.
He felt that condition number 7 will ensure that Terry Maurer's concerns are
addressed.

Chair Cote questioned why curb and gutter was not required. steve Wensman
explained that curbing at the entrance to the site is required and that the
parking was being "retrofitted" to the site.
The pond issue was discussed further. Steve Wensman indicated that the issue
will be addressed prior to the City Council meeting.
Chair Cote opened the public hearing.
Arne Mach, owner of Gopher State Mini Storage, indicated he was present to
answer any questions the Commissioners had.
There being no further public comment. Chair Cote closed the public hearing.
COMMISSIONER THOMPSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST
BY GOPHER STATE MINI STORAGE FOR A CONDITIONAL USE PERMIT, PUBLIC
HEARING CASE NO. CU 99-10, WITH THE FOLLOWING CONDITIONS:
1. THAT THERE BE NO OUTSIDE STORAGE.
2. THE DRIVEWAYS LESS THAN 24 FEET WIDE BE POSTED ONE-WAY.
3. THAT ANY NEW SIGNS CONFORM TO THE ELK RIVER SIGN ORDINANCE AND
THAT A SIGN PERMIT IS OBTAINED PRIOR TO INSTALLATION OF ANY NEW SIGNS.
4. THAT A TEN-FOOT DRAINAGE AND UTILITY EASEMENT BE GRANTED TO THE CITY
ALONG THE NORTH PROPERTY LINE.
5. THAT A FIVE-FOOT EASEMENT IS GRANTED TO THE CITY ACROSS THE SITE UNDER
THE RELOCATED UTILITY GUY-WIRE.
6. THAT WRITTEN PERMISSION IS GRANTED FROM THE ADJACENT PROPERTY
OWNERS IS PROVIDED PRIOR TO CONSTRUCTION OR GRADING ON THEIR
PROPERTY.
7. THAT ALL CONCERNS OF THE CITY ENGINEER BE PRIOR TO CONSTRUCTION OR
GRADING.
COMMISSIONER MORRIS SECONDED THE MOTION. THE MOTION CARRIED 5-0.
5. Discuss Landscape Ordinance
steve Wensman reviewed the draft landscape ordinance and parking &
loading ordinances with the members of the Planning Commission. It was the
consensus of the Commissioners to review the ordinances at a future workshop
meeting. Staff will incorporate the suggestions of the Commission for discussion
at a workshop this summer.

ADJOURN THE MEETING. COMMISSIONER CHAMBERS SECONDED THE MOTION.
THE MOTION CARRIED 5-0.
