Background/Discussion
The subject property is located near the southeast corner of
Meadowvale Road and Lander Street(Figure 1) and is 14.97 acres in
size. The subject property is zoned R1-a with minimum lot sizes of 2
'/z acres and 160 foot widths.
The proposed plat creates three developable lots ranging in sizes from " CR 33
3.35—8.27 acres. The plat meets the dimensional requirements for the
zoning district. •

Parks and Recreation Commission �_ RR z
The Parks and Recreation Commission recommended park dedication
be paid for 2 dwelling units at the rate applicable when the subdivision HwY ro
is released for recording and to support the City Council requiring a 30
CR 12
foot wide trail easement along the entire western property line of the
subject property. The applicant had concerns with the trail easement,
as they believed the city was taking their land without being
compensated for it and the likelihood of a trail in the neighborhood was
unlikely.

Wedand and easements encumber approximately half of Lot 1. Due
to the size and location of the wedand,if a home is to be Figure i -
constructed on the eastern portion of Lot 1, the driveway may only
occur south of the wetland and would be within the required 45 foot wedand setback. The driveway will
require approval of a variance prior to issuance of a building permit, and without a variance,the lot is
undevelopable.
The south property line of Lot 1 is located about as far south as it can be, as the minimum lot width for
Lots 2 and 3 is 160 feet. The northern lot line of Lot 3 cannot move much without resulting in the same
wetland setback issues for the wetland on Lot 3.

Since Lot 1 is not buildable without a variance, staff recommends continuing the public hearing to the
March 18, 2019, City Council meeting. Continuing the public hearing provides the applicant with time to
amend the plat and avoid variances for driveways or buildings,which may result in only two parcels.
Council may discuss development with a variance, but the variance would be reviewed when the parcel is
ready for development.
