sf addition to the existing 4,364 sf on the subject property.
Planning Commission Meeting
The Planning Commission agreed it was a logical expansion to the existing structure and had no concerns
with the application.
No one spoke for or against the request. Staff has not received any comments since the Commission
meeting.
The Planning Commission agreed no specific conditions are needed to satisfy the seven standards for a
CUP and unanimously recommended approval of the request.

Background/Discussion
The subject property is located at 12942 193rd Ave. NW (see Figure
1) and is zoned R1 -c where Institutional Uses (churches) require a
Conditional Use Permit (CUP). The applicant is seeking a CUP to
construct a 3,110 SF addition to the existing 4,364 SF on the subject
property-

The expansion will add space for support complimentary church
uses such as, but not limited to, classrooms, fellowship, and
restrooms.
The property received a CUP in 1990 for an Institutional Use and
has been operating for 28 years.
Access to the site is from 193rd Avenue, a dead end street, and
serves only one other residential property -
The parcel has not connected to city services, but will need to in
order to accommodate the required fire suppression system.
Submitted plans show the connection in the southwest area of the
property -
There will be no loss or damage of natural features and any building
or site improvements will need to adhere to all wetland ordinances.

Description of Project Narrative
Abiding Savior Lutheran Church is seeking approval to build a 3110 square foot addition
and retrofit the existing space with a fire sprinkler system. The added classroom and
multipurpose space will allow the Church to grow as well as opening its doors to host
more community events. The space will also provide the congregation with a more
functional space to gather following service. The addition of the fire sprinkler and
associated remodel will bring the Church into compliance and improve the life safety of
the building. In fitting with the comprehensive plan, it will help to create and maintain a
strong neighborhood and keep it safe.
The building would be used primarily on Sunday mornings from approximately 8 am to
1 pm. The building is also used on Wednesday nights for confirmation class and choir
practice. office hours for Pastor and the Church administrator are weekdays from 8 am
to 5 pm.
To accommodate current and future expected growth, an additional 48 parking spots
will be added to the existing 51 spot parking lot. This will meet, and exceed, the City's
required number of spots and allow for 4 accessible spots to be centrally located at the
entrances.
The exterior materials will be EI FS with a second color of EI FS banding to provide
architectural and visual interest. There will be brick veneer to match the existing
building at the entrance and the roof will be an EPDM membrane. Although there are
no specific requirements for the R1c district, these materials do meet design standards
for other districts.
Abiding Savior Lutheran Church would also like to remove their existing signage and
build a new sign in a more visible location. They are seeking approval for a lit ninety-six
square foot sign that can be seen by Elk Lake Rd. With the limited access to the site, it is
important to achieve visibility where possible.
There is no additional outdoor storage being added and no modification being made to
their existing garage.
Overall Abiding Savior Lutheran Church is seeking the ability to grow as well as to allow
improved safety and community involvement.

Stormwater management requirements must be met as listed in Ordinance Sec.
78-503. - Stormwater and urban runoff control. and Sec. 78-504. - Post
construction stormwater management for proposed new or redeveloped

2. Provide HydroCAD, MIDS report and a stormwater management report that
explains the project and how the project will meet rate, volume and water quality
requirements listed in the city stormwater ordinance.
A long term operations and maintenance plan will need to be submitted to the
city for any permanent stormwater BMP.
4. An issued NPDES permit is required prior to construction starting.
How does the addition to the parking lot reach the proposed south stormwater
basin? City ordinance requires curb to be installed for the perimeter of a parking
lot.
