5.2 SR 08-11-2003MEMORANDUM TO: Mayor and City Council FROM: Pat Klaers, City Administrator DATE: August 11, 2003 SUBJECT: Authorization to Hire for the City Clerk Position The City Clerk Interview Committee — Councilmembers Kuester and Morin, Finance Director Lori Johnson, and myself — interviewed five applicants for the City Clerk position. A second round of interviews was held with the top two candidates. At this time, the committee is recommending to the City Council that the city hue Joan Schmidt for the Elk River City Clerk position. Joan is currently employed as the City Clerk for the City of Brooklyn Park and has been in this position since June 1998. Between February 1997 and June 1998 Joan also worked for Brooklyn Park as an Assessment Clerk and Administrative Secretary. Other work experience includes about 18 months in the City of Excelsior as a Permit/Licensing Clerk and approximately 15 years in the City of Crystal as an Office Assistant and Deputy Clerk. Joan needs to give the City of Brooklyn Park four weeks notice. Joan has indicated that her preferred start date with the City of Elk River is September 15, 2003, although she indicated that she may be available on the proceeding Thursday or Friday (September 11 or 12) depending on how her schedule works out. Recommendation It is recommended that the City Council hire Joan Schmidt as the Elk River City Clerk beginning no later than September 15, 2003 at the 2003 annual pay wage of $58,130.28.
