SPECIAL MEETING AND WORKSHOP NOTES OF THE ELK RIVER
PLANNING COMMISSION MEETING
HELD AT ELK RIVER CITY HALL

1 . Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning
Commission was called to order at 6:35 p.m. by Chair Mesich.
2. Consider 8/8/00 Planning Commission Aaenda
COMMISSIONER PEDERSON MOVED TO APPROVE THE AUGUST 8, 2000, SPECIAL
PLANNING COMMISSION MEETING AGENDA. COMMISSIONER KUESTER SECONDED
THE MOTION. THE MOTION CARRIED 6-0.

Consider Reauest bv Beaudry Oil for Amendment to a Conditional Use Permit.
Public Hearina - Case No. CU 00-25
Chair Mesich stepped down from this discussion.
Mr. John Weicht was present to represent the applicant in the request of
amending the conditional use permit to limit the landscaping required along the
Highway 10 right-of-way in front of the subject property. Mr. Weicht stated that
an 18 inch landscaped area along the sidewalk would be the maximum in order
to maintain maneuverability for trucks and trailers entering the westerly bay of the
carwash. The Commission reviewed a video tape provided by Mr. Weicht
showing the maneuvering room for vehicles entering this carwash bay.
Commissioner Baker asked how much money the operation nets from this
carwash bay. Mr. Brown. potential new owner of the site. indicated that Mr.
Beaudry receives $2.000 per month in income from use of the truck wash bay.
Commissioner Pederson stated that he would like to see grass in the State right-of-
way. but he felt that the 18 inch shrub planting area would be a trash collector
and he would suggest removing this area entirely in favor of curb along the
sidewalk. Commissioner Schuster concurred.
Commissioner Baker stated that he would like to see more green area in front of
the building and that additional landscaping would improve the aesthetics.

Commissioner Kuester indicated that she felt providing some form of separation
between the sidewalk and the carwash parking area would be important for
pedestrian safety.
Commissioner Chambers stated that he agreed that the 18 inch planting area
did not make sense and would suggest the shrubs proposed for this area be
relocated along the west property line.
COMMISSIONER PEDERSON MOVED TO APPROVE THE APPLICANT'S LANDSCAPE
PLAN WITH THE FOLLOWING CHANGES:
THAT THE PLANTINGS BE COMPRISED OF SALT-TOLERANT PLANTS APPROVED BY
STAFF.
THE 18 INCH PLANTING AREA, APPROXIMATELY 25 - 30 FEET IN WIDTH, BE REMOVED
AND SIX INCH HIGH CURB BE INSTALLED ALONG THE SIDEWALK IN FRONT OF THE
ENTIRE LENGTH OF THE PROPERTY.
THE SHRUBS PROPOSED FOR THE 18 INCH PLANTING AREA BE RELOCATED ALONG
THE WEST CURB LINE.
STAFF TO COORDINATE WITH THE STATE OF MINNESOTA AND THE APPLICANT TO
CONVERT THE BLACKTOP AREA BETWEEN THE SIDEWALK AND THE HIGHWAY 10
CURB TO SOD OR VEGETATION.
COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0.

4.
Building Design Standards
The Commission reviewed information submitted by staff regarding building
material and design standards.
Commissioner Baker stated that buildings need to be evaluated as part of a
larger whole and that they should have relationships with adjacent buildings. He
stated that the Commission needs to think about what Elk River should look like in
the future.
The Commission agreed that different design standards for different districts may
be appropriate, however, to attempt to identify those items in one meeting may
be difficult. The Commission elected to review the business park design standards
and suggested that staff utilize the St. Louis Park district standards with some
additional modifications.
The consensus of the Commission was that they would review the revised text
amendment at their August 22nd Planning Commission meeting.
5. Review Northstar Corridor Deoot Site Land Use Standards
This item was not discussed, as no information had been submitted by the
Northstar Corridor land use consultants.

6.
Ethics
The Planning Commission reviewed information from the AICP and the APA on
ethics in planning. They also discussed at length a sample commissioner's creed
from the Utah Planning and Zoning Administration. The Commission was split as to
the need for formal adoption of a creed, when many of the components are
included in the commission's policies and procedures manual. The Commission
directed staff to review the existing policy and procedures manual, compare it to
the sample from Utah, and draft a comparable example from the City of Elk River
Planning Commission information. They also requested that the City Attorney
review this creed for lawsuit potential. This will be reviewed at a future Planning
Commission workshop meeting.
7. Information Items
a. State Conference - Commissioners Mesich and Schuster indicated that they
would like to attend the State Planning Conference to be held September 20 -
22, 2000. in Duluth. Minnesota.
b. Article on Rosemount's Downtown - This was provided to the Commission for
their information only.
8.
Adiournment
There being no further business. COMMISSIONER PEDERSON MOVED TO ADJOURN
THE MEETING. COMMISSIONER SCHUSTER SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
The meeting of the Elk River Planning Commission adjourned at 9: 15 p.m.
