SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT ELK RIVER CITY HALL TUESDAY, JULY 10, 200 I Members Present: Chair Pederson, Commissioners Baker, Franz, Mesich, Ropp and Schuster Members Absent: None Staff Present: Michele McPherson, Director of Planning; Chris Leeseberg, Park Planner/Planner; Debbie Huebner, Recording Secretary 1. Request by Elk River Municipal Utilities for Conditional Use Permit to Construct a Municipal Well and Water Processing Facility. Case No. CU 01-21 Director of Planning Michele McPherson reviewed the request by Elk River Municipal Utilities for a conditional use permit to allow construction of a water treatment facility. The facility is proposed to be located south and east of Twin Lakes Boulevard and north and west of Trott Brook Farms. Ms. McPherson reviewed drawings of the three design options proposed for the building. Commissioner Baker stated he preferred Option 2 (Drawing SD2) which included approximately 2/3 of the exterior walls in brick or rock face block, and a hip roof. The Commissioners discussed the options in detail. The majority of the Commissioners favored Option #3, which had a flat roof. Ms. McPherson stated that landscaping would be provided on the east side of the building for screening, and that a color sample would be approved before the walls were poured. COMMISSIONER SCHUSTER MOVED APPROVAL OF THE REQUEST BY ELK RIVER MUNICIPAL UTIliTIES FOR A CONDITIONAL USE PERMIT FOR A WATER TREATMENT FACIliTY, CASE NO. CU 01-21 WITH THE FOLLOWING CONDITIONS: 1. THE BUILDING SHALL COMPLY WITH THE BUILDING CODE REQUIREMENTS. 2. THE BUILDING DESIGN SHALL BE IN ACCORDANCE WITH DRAWING SD3 AS PRESENTED TO THE COMMISSION. CHAIR PEDERSON SECONDED THE MOTION. THE MOTION CARRIED 4-1. Commissioner Baker opposed. 2. Adjournment Chair Pederson adjourned the meeting. . . .
