MEETING OF THE ELK RIVER PLANNING COMMISSION
HELD AT ELK RIVER CITY HALL

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m. by Chair Pederson.

Consider Request by Coborns for a Pharmacy Canopy. Case No. CD 01-34
Staff report by Planner Chris Leeseberg. Coborns has requested an amendment to their
conditional use permit to allow the addition of a drive-up pharmacy window and canopy on
the west side of their existing building. Mr. Leeseberg reviewed the drive-up window design
and staff's recommendations for parking and circulation.
Chair Pederson asked if there would be signage for the pharmacy. Mr. Leeseberg stated that
there would be signs to identify the pharmacy drive-thru and they would require sign
permits. Chair Pederson asked if additional signage would be allowed under the PUD
regulations. Mr. Leeseberg stated that they would be in compliance.
Discussion followed regarding traffic circulation in and out of the site, as well as internal
traffic that may be affected by the drive-up pharmacy.
Chair Pederson opened the public hearing.
Tom Bruce, representing Rice Building Systems, explained that the secondary access to
Coborns is used very little. He felt that the design of the drive-up will discourage people
from entering the wrong way.
Mike Wall, representing Coborns, felt that about 25 percent of the pharmacy customers
will use the drive-up window, which would mean only about 25 cars per day will utilize the
drive-up. Initially, he felt only 5 - 10 cars a day would use it.
Commissioner Ropp asked what the hours of the drive-up window would be. Mr. Wall
stated that the pharmacy opens at 8 or 9 a.m. and closes at 8 p.m., which would be the same
hours the drive-up would be open.

Chair Pederson asked what type of material would be used for the support column. Mr.
Bruce stated that the structural column is steel and will be enclosed in aluminum. Mr. Bruce
felt that a raised landscaped area using shrubs or perennials along the diagonal line of the
sidewalk at the south end of the drive-thru land could be added, rather than using bollards.
There being no further public comment, Chair Pederson closed the public hearing.
Discussion followed regarding the installation of planters, rather than bollards, to prevent
vehicles from driving over the curb at the south end of the drive-thru lane. Chair Pederson
suggested requiring a minimum height for the planter. Commissioner Mesich felt that 1
course of landscaping retailing wall block above the curb height would be sufficient.
COMMISSIONER FRANZ MOVED TO APPROVE THE REQUEST BY
COBORNS FOR AN AMENDMENT TO A CONDITIONAL USE PERMIT TO
ALLOW A DRIVE-UP PHARMACY WINDOW, CASE NO. CU 01-34, WITH THE
FOLLOWING CONDITIONS:

ALL COMMENTS OF THE CITY ENGINEER ARE ADDRESSED.
A PLANTER SHALL BE PLACED AT THE END OF THE DRIVE-
THRU LAND TO PREVENT VEHICLES FROM DRIVING INTO THE
PEDESTRIAN CIRCULATION AS THEY EXIT THE BUILDING. THE
PLANTER AND PLANTINGS SHALL BE OF A HEIGHT AND
DENSITY AS NOT TO IMPEDE THE SIGHT LINES OF BOTH
VEHICULAR AND PEDESTRIAN TRAFFIC.
EXTEND NORTH END OF THE CURB ISLAND TO ALIGN WITH
NORTH EDGE OF THE EXISTING BUILDING.
SIGNAGE READING, "DO NOT ENTER - PHARMACYDRIVE-THRU
EXIT" SHALL BE PLACED ON BACKSIDE OF PROPOSED YIELD
SIGN.

3. Request by City of Elk River for Amendment to the Zoning Code - T ownhomes. Case No.
OA 01-10 - Public Hearing
Staff report by Director of Planning Michele McPherson. Ms. Mc Pherson reviewed
changes to the revised townhome standards which establishes minimum standards for lot
area, building setbacks, unit widths, garage sizes, public streets and private drives, sidewalks,
landscaping, transition zones, and common area maintenance. Staff recommends that the
Planning Commission recommend approval of the standards to the City Council.
Chair Pederson opened the public hearing.
Don Patten, representing D.R. Horton, asked for clarification on garage standards
outlined on page 5. Ms. McPherson provided this information.
There being no further public comment, Chair Pederson closed the public hearing.
