. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 12/12/18 Agenda
Mr. Hecker asked to add Item 4.1 Introduction of WSB Consultants for Woodland
Trails Regional Park Grant Committee (WTRPGC).
IIIMoved by Commissioner Soltvedt and seconded by Commissioner Ahlness to approve
the December 12,2018, Parks and Recreation Commission meeting agenda. Motion
carried 7-0.
3.1 Consider 1 1/14/18 Regular PRC Minutes
Moved by Commissioner Williams and seconded by Commissioner Soltvedt to approve
the following November 14,2018 Parks and Recreation Commission Minutes. Motion
carried 7-0.
4. Open Forum — None
4.1 WSB Consultants Introduction
Mr. Hecker introduced WSB Consultants Candance Amberg and Eva Kelly. They shared they
are working with the WTRPGC to create a nature play area in Woodland Trails Regional Park.

5. Action Items
5.1 William H. Houlton Conservation Area Steward
Chair Anderson shared that WHHCA steward would be Hall Stewart.
Hall Stewart spends a lot of time at Houlton, stating that WHHCA has a lot a potential, and
there is a group of volunteers to help make the transition happen moving forward. Hal also
shared he would like to see it become what it can be.
Mr. Stewart shared he has volunteered at WTRP, Sherburne county citizen pruner,member of
the Sherburne Wildlife Refuge Area and is looking forward to working on the prairie area of
WHHCA.
Mr. Hecker shared that Hal will be able to work with Mr. Sevcik and that city will be having a
steward meeting in the beginning of the year.
Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to accept
staff recommendation to appoint Hal Stewart as the William H. Houlton Conservation
Area Steward. Motion carried 7-0.
5.2 Spectrum Outdoor Ice Rink
Mr. Hecker presented his staff report. The commission had discussed closing a few rinks and
locating one at Spectrum High School. The School will be putting lights out there along with a
parking lot. Things to work out will be a draft agreement, cost of dasher boards, consideration
of closing Kleiver Lake and Lion John Weicht Park ice rinks and add staff to a warming house
at spectrum location. Park dedication could be a possible funding source.
Commissioner Holmgren asked if Spectrum High School is adding a hockey team as that
would mean the boards have to meet certain standards and if city could do an ice rink without
boards now and revisit the boards later.
Commissioner Williams suggested that the city use the barn boards and then the Olympic
boards from the Elk River Arena, or to sell them and use the money to buy outdoor boards
later.
Mr. Hecker stated those boards may be sold in future as part of the bigger project of the Arena
being rebuilt.
Moved by Commissioner Soltvedt and seconded by Commissioner Holmgren to accept

staff recommendation to recommend to City Council that staff work with Spectrum
High School to define capital costs, and draft an agreement for a potential outdoor ice
rink at Spectrum High School. Motion carried 7-0.
6. Discussion Items
6.1 West Oaks Park Follow-up
Mr. Hecker presented his staff report. Staff had visited park, and decided a second basketball
hoop is not possible due to the size of the surface. The open play area has trees so it's not a
flat area for play. He also shared pictures that show there is space for a swing set to be
installed,unfortunately we do not have any funds and the PIF would not work and the Master
Parks and Recreation Plan states other parks to be improved.
Mr. Sevcik stated that only 2 swings would fit in the space at the park.
Commission discussed adding the swing set to the park when it is replaced in 2025-2030.
7. Parks and Recreation Director Update
• Mr. Hecker presented his staff report. Thanked Councilmember Jerry for his time as T.ia.ison
to commission.
8.1 Recreation Manager's Update
Mr. Benoit presented his staff report. Mr. Benoit also presented his power point on the Santa
in the Park event.
8.2 Street and Park Superintendent Update
Mr. Sevcik presented his staff report. Shared conditions of ice rinks and started flooding last
week with temperatures being in the right range.
Chair Anderson asked about the wayfinding signs in the parks.
Mr. Sevcik said about 70% complete and installing in first week of January.

There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission work session at 7:40 p.m.
