SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT LIONS PARK CENTER TUESDAY, AUGUST 12,2003 Members Present: Chair Pederson, Corrunissioners Anderson, Franz, Lemke, Offerman and Ropp Members Absent: None Staff Present: Scott Harlicker, Senior Planner; Chris Leeseberg, Planner 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Planning Corrunission was called to order at 6:30 p.m. by Chair Pederson. 2. Request by William Morrow for Conditional Use Permit to Construct New KFC Restaurant. Case No. CU 03-17 Staff report by Scott Harlicker. William Morrow of Kentucky Fried Chicken requests a conditional use permit to construct a new restaurant to replace the existing restaurant at 525 Dodge Street. Mr. Harlicker reviewed the following issues: parking and access, the construction process, landscaping, and building elevations. Staff recommends approval of the request with the three conditions listed in the staff report. Chair Pederson opened the public hearing. Chair Pederson asked where the freezer would be located. William Morrow, applicant, stated that the freezer would be located in the rear of the building, but that there would be no access from the outside. Corrunissioner Anderson asked if the exterior of the freezer is made of metal. Mr. Morrow stated that the exterior is metal, but that it can be changed to comply with the proposed condition that it is similar to the other walls. Corrunissioner Offered discussed the lighting and asked that the parking lot lighting be shown on the site plan. There being no public comment, Chair Pederson closed the public hearing. COMMISSIONER ANDERSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST BY WILLIAM MORROW OF KENTUCKY FRIED CHICKEN FOR A CONDITIONAL USE PERMIT, CASE NO. CU 03-17, WITH THE FOLLOWING CONDITIONS: 1. ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. 2. THE DUMPSTER ENCLOSURE WILL HAVE TO BE A MATERIAL AND COLOR TO MATCH THOSE OF THE BUILDING. . . . 3. THE REAR ELEVATION OF THE BUILDING SHALL INCLUDE ELEMENTS AND MATERIALS FOUND ON THE OTHER ELEVATIONS. COMMISSIONER FRANZ SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Adiournment There being no further business, COMMISSIONER FRANZ MOVED TO ADJOURN THE MEETING. COMMISSIONER FRANZ SECONDED THE MOTION. THE MOTION CARRIED 6-0.
