ERMUSR 04-09-2019 Elk River Municipal Utilities UTILITIES COMMISSION MEETING TO: FROM: ERMU Commission Mike Tietz—Technical Services Superintendent MEETING DATE: AGENDA ITEM NUMBER: April 9, 2019 1.7 SUBJECT: Recognition of American Public Power Association Certificate of Excellence in Reliability ACTION REQUESTED: Receive the APPA Certificate of Excellence in Reliability BACKGROUND\DISCUSSION: The American Public Power Association (APPA) recently honored 147 public power utilities with a "Certificate of Excellence in Reliability" for reliable performance.These utilities have significantly outperformed the electric industry nationwide averages as gathered by the Energy Information Administration. APPA collects utility data from nearly 460 public power utilities nationwide that track their reliability data via the eReliability Tracker. Of those utilities, 277 were considered to have sound data that was included in the 2018 Annual Benchmarking Report. The tracker performs calculations for System Average Interruption Duration Index (SAIDI), System Average Interruption Frequency Index(SAIFI), Customer Average Interruption Duration Index (CAIDI), Momentary Average Interruption Frequency Index(MAIFI) and Average Service Availability Index(ASAI) and helps utilities to collect, categorize, and analyze their outage information. According to the numbers for 2018, ERMU's SAIDI was only 10 minutes (excluding major events), compared to the industry average of 129 minutes (excluding major events). In simple terms, that means that, averaged out over our 12,158 distribution customers, for 2018 each customer could expect to have a total outage time of about 10 minutes;that is 125 minutes shorter than the national average for outages. The American Public Power Association would like to commend Elk River Municipal Utilities for achieving "exceptional electric reliability in 2018".
