Background/Discussion
Direction from Council discussion at the March 18, 2019, meeting was to look closer at the inventory of
city parking lot assets, their conditions and how this would affect the Pavement Management Fund.
The city owns and maintains 32 paved parking lots and 5 gravel parking lots serving city amenities
including 18 park or a recreation facilities and 13 municipal buildings and the free public parking
downtown. Using a pavement condition index (PCI) similar to our streets for rating conditions, the
average condition of our parking facilities is 59. This compares to a current average on our streets of
about 80.
Adding the parking lots to our pavement management program is generally equivalent to adding about
6.5 miles of roadways or 4.4% to the system. Our streets system is valued at around$140M with the
parking lots valued at about$6.2M.
The Pavement Management Fund with revenues from a dedicated franchise fee has proven to be an
incredible value to taxpayers decreasing street improvement costs significantly by expediting the bidding
process, eliminating bonding costs and financing interest and enabling flexibility to proactively change
planned improvements to address continually changing pavement conditions.
The fund has performed better than anticipated and our analysis shows it could absorb municipal parking
lot maintenance without impacting our approach to recommending the right maintenance at the right
time for our street pavements.
Franchise fees are an option of the Council's choice to fund the pavement needs in the parking lots. An
alternative remains to finance needed parking lot maintenance with our general tax levy.
